Description
The United States Army Communication and Electronics Command (CECOM) intends to procure the MSD-V2 System of the Integrated Family of Test Equipment (IFTE). The MSD-V2 is the Armys fourth generation multipurpose standard automatic test system. This tester is a continuation of the first (Contact Test Set (CTS)), second (Soldiers Portable On-System Repair Tool (SPORT)) and third (Maintenance Support Device (MSD)) generation programs and will capture state-of-the-art technological advances in capabilit y, performance, ergonomics, compactness, etc. It will be used throughout the Department of Defense (DoD) at all levels of maintenance to test and diagnose the Armys highly complex communications, other electronic commodity equipment, missiles, aircraft an d ground vehicles to identify failed line replaceable units. The DoD maintainers will also use the MSD-V2 system to host Interactive Electronic Technical Manuals and/or specific application software and to upload/download mission data or software. The aw ard will be a five year Indefinite Delivery/Indefinite Quantity contract for up to 31,491 MSD-V2 Kits and 10,841 Internal Combustion Engine (ICE) Test Adapter Kits, along with peripheral hardware (i.e., Personal Computer Memory Card International Associati on Cards and associated cables), special purpose cables and other items required to support maintenance and testing of aviation, missile and ground systems, and engineering services. A quantity of 55 MSD-V2 Kits and 5 ICE Test Adapter Kits shall be procur ed for First Article Testing (FAT). Procurement of production units will begin during the third year of the contract. The contract will also be used for Foreign Military Sales (FMS) customers. Drawings and National Stock Numbers shall become available at the time the Request for Proposal (RFP) is issued. This procurement will be a 100% Small Business Set Aside. See Notes 1, 9 and 26. All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. CECOM has estab lished an Interactive Business Opportunity Page (IBOP) website as part of the Armys Single Face to Industry to allow electronic posting of Request for Proposals (RFPs) and Invitation for Bids (IFBs) from CECOM to Industry. All parties interested in doing business with CECOM are invited to access, operate and send and receive information from the IBOP at https://abop.monmouth.army.mil. You may access potential CECOM Business Opportunities by simply selecting CECOM Comm.-Elec. Comm.-Active under the heading Login & View by Army Contracting Activity and then click on GO. Registration for a user ID and password will only be necessary when you are considering the submission of a proposal to CECOM through the IBOP. Offerors submitting bids shall follow the ins tructions, which are stated in the solicitation, which describe time, place and date the bids will be received.
