Description
The North American Industry Classification Code for this acquisition is 236210. FY04 MCA PN 50845, Vehicle Paint & Prep Shop, Kwajalein Island, USAKA. The work is to construct a 19,400 SF vehicle paint and preparation facility, with hydro and abras ive blasting capability and administrative space. Supporting facilities include utilities; fire protection and alarm systems; paving, storm drainage; information systems; and site improvements. Work also includes air-conditioning, de-humidification, and m echanical ventilation. Air conditioning: approximately 41 tons. Demolish two buildings (#826 & #861), concrete slabs, and pavement. Existing fuel line shall be cut, capped, and a portion removed. This procurement is unrestricted utilizing Electronic Bid Sets (EBS). The estimated cost of the proposed project is between $5M and $10M. The Government intends to award to the offeror whose proposal is determined to be technically acceptable and has the lowest reasonable price. Selection will be based upon ev aluation factors which may include past performance, past experience, key personnel, and price. A preproposal conference will be held on Kwajalein Island on 18 Mar 04, 1300 hrs (Kwajalein Standard Time). Due to limited logistical support, only one repres entative from each firm who has self-registered at the Honolulu District Contracting website mentioned below may attend the site visit and preproposal conference. All Contractors that wish to attend MUST contact Mr. Rodney Leong at telephone no. (808)438- 6940, facsimile no. (808) 438-8865, or e-mail address rodney.s.leong@poh01.usace.army.mil NO LATER THAN 1 Mar 04. Contractors shall provide full name, social security number, date of birth, place of birth, citizenship, name of company, position/title, hom e address, confirmation of flight reservations, point of departure, dates of entry and exit, and name of airline carrier to obtain an entry clearance. Contractors may only visit the site on day of the scheduled site visit and preproposal conference. The Government will only respond to questions submitted in writing via amendments to the solicitation. Questions regarding the solicitation should be submitted no later than 16 Mar 04. Answers to questions will be published in subsequent amendments to the sol icitation. Traditional hard copies of plans and specifications will not be available for this solicitation. Solicitation plans and specifications will be made available for viewing and/or downloading via the Honolulu District Contracting Website http://www.poh.usac e.army.mil/pohct/contracting.asp on or about February 24, 2004. Solicitation documents will NOT be issued on CD ROM format unless the Government determines that it is necessary. If the Government determines that issuance of the initial solicitation on CD ROM is necessary, the CD ROM will be provided at no cost to self-registered contractors at the website mentioned above. However, the Government reserves the right to issue follow-on amendments to the solicitation on the website. It is therefore the Contra ctors responsibility to check the Honolulu District Contracting Website daily for any posted changes to the solicitation. All offerors are encouraged to visit the Armys Single Face to Industry Website at: https://acquisition.army.mil/asfi to view other bu siness opportunities. Offerors should register themselves on the Honolulu District Contracting Website to view/download a copy of this solicitation.
