Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes sole source solicitation; proposals are not being requested and a written solicitation will not be issued in accordance with Note 22. 701814Q009 is issued as a sole source request for quotation. This acquisition and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19. The following walrus tag satellite transmitters will be purchased from Wildlife Computers, 16150 NE 85th St, Suite 226, Redmond, WA 98052 due to Wildlife Computers has already developed these type of tag transmitters in conjunction with Nat'l Marine Mammal Lab, NOAA and have them ready to ship which are needed mid March for ship deployment. Transmitter specifications are: Argos Satellite-linked transmitter with transmit frequency of 401.650 mhz and output power <0.5 W. Conductivity sensor for data collection and avoiding transmission attempts while underwater. Enough battery life to transmit data for minimum 30 days. No duty cycle. Design #1: internal rectangular box (SPOT3 with M3 cell battery) 10 ea; Design #2: external cylinder (SPOT3 +1 AA Cell battery, 10 ea. Sensors to record conductivity every 10 seconds and summarize proportion of "dry" recordings in 1-hr intervals. Store 6 days of 1-hr summaries = 6 days x 24 hours = 144 hours data each transmission. Delivery, inspection and acceptance will be at US Fish & Wildlife Service, 1011 East Tudor Rd, Anchorage, AK 99503 on or before 031904. The following provisions 52.212-1, Instructions to Offeror Representations and Certifications-Commercial Items apply to this acquisition. A completed copy of 52.212-3, Offeror Representations and Certifications-Commercial Items must be included with the offer. The following clauses 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this order.
