Description
This is a notice of intent by the Naval Air Systems Command, Air Combat Electronic Program Office )PMA-209) to issue an order under Basic Ordering Agreement N00019-03-G-6550 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids, IA 52498. The Naval Air Systems Command (NAVAIR) is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. Within NAVAIR, PMA-209 is assigned overall Program Management responsibility for the acquisition and logistics support being provided by both field activities and NAVAIR personnel. The Rockwell Collins C-12561A Remote Control Unit (RCU) is currently used by the RT-1794(C)/RT-1824(C) radios. The software for the C-12561A can only be reprogrammed using the Rockwell Collins RCU reprogramming kit and not by current fleet support equipment (AN/USQ-131). The Rockwell Collins RT-1794(C) & RT-1824(C) can be reprogrammed using the AN/USQ-131. The RT-1851(C) radio will use the C-12561A for remote control, but will require a separate and distinct software load to control the added features and capabilities present in the RT-1851(C). The tasking to be provided under this order will be for the development of the capability of reloading the C-12561A RCU via the RT-1851(C) using existing fleet available support equipment AN/USQ-131. The RT-1851(C) software reprogramming capability shall be compatible with current fleet reprogramming tools. The C-12561A RCU reload via RT-1851(C) effort will require the development, test, validation, verification, certification, and documentation of a new software load for the RT-1851(C). The period of performance is anticipated to be through 30 September 2004. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The ARC-210 radios were previously procured under another contract vehicle and RCGS is the only manufacturer that can provide this software for the utilization on their radios.
