Description
COMMERCIAL AREA ANNOUNCEMENT (CAA). THIS IS NOT AN RFP. By means of this CAA, the Naval Air Systems Command (NAVAIR) is seeking potential sources for a contract to provide Borescope Blending Repair Services to the US Government and the Government of Italy for repair of installed F402-RR-406B and F402-RR-408A/B engines on the AV-8B Harrier. The service shall include inspection of candidate engines and repair of those engines worldwide. The Contractor shall be required to travel to the sites immediately, blend and inspect compressor blades on engines installed in the aircraft and document and photograph the repair. The Contractor must be capable of blending Titanium Alloy Ti 6Al-4V; able to access a 6mm maximum blendable borescope diameter with a 6-inch minimum insertion in the HPC Section of the engine; able to access a 8mm maximum blendable borescope diameter with a 14-inch minimum length for insertion in the LPC Section of the engine; capable of measuring and recording damage located within the engine; has a capture system to ensure no possibility of Foreign Objects Damage (FOD) due to tool package; capable of recording digital images of damage with measurement of damage captured on the image; capable of transferring the recorded digital images via electronic mail system; capable of transferring recorded digital images to paper reporting documents; and be able to support a minimum of two borescope efforts simultaneously. The Contractor is required to provide all tooling and equipment necessary to perform the services. Responses to this CAA should include: 1) a discussion of the Contractor?s technical approach; 2) a synopsis of their experience in the field of turbine engine repairs, to include borescope blending of turbine engine blades defects; 3) a description of the proposed repair levels and responsibilities, as well as tools, equipment, and processes to be utilized (Note: Team members must be capable of receiving security clearances for access to military installations); 4) a discussion of any potential participation by small, HUBZone small, small disadvantaged, or woman-owned small business concerns; and 5) a statement as to whether the firm responding to the CAA is a small business for the standard industrial classification code that pertains to the approach(es) being discussed. There is no prescribed format for the response to the CAA. Firms may submit more than one approach for fulfilling the requirement. The Department of the Navy will use the responses to this CAA to formulate a picture of ?the state of what is possible? in the commercial marketplace and to determine whether the Navy should solicit formal proposals to meet its objectives. If the Navy elects to issue a solicitation it intends, consistent with applicable law and regulation, to solicit using a Request for Commercial Offerings that will be provided to all commercial entitles that respond to this CAA, as well as to any other commercial concerns that request a copy. This CAA is published for informational purposes only. Responses in any form are not offers. Issuance of this CAA should not be construed as obligating the Department of the Navy, in any way, to issue a solicitation or to award a contract in furtherance of the objectives discussed herein. No funds are available to pay for preparing responses to this CAA. The Government reserves the right to review and use data at its own discretion. Upon request, NAVAIR will protect the proprietary information from unwanted disclosure. It is requested that any written responses be submitted in time to be received by 4:00 PM Eastern Standard Time on 20 February 2004.
