Description
The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on a competitive basis, 2 each Electronic Combat Target Generators (ECTG), that shall provide real-time data capture and diagnostic functions for an open-air Electronic Combat Range. The units shall be composed of three subsystems; the input subsystem, the Digital Radio Frequency Memory (DRFM) subsystem, and the output subsystem. The input subsystem accepts real-time signals, timing, and control prompts from an external control computer. It also converts and interprets the incoming signals and presents the converted signal to the DRFM. The DRFM is a high-speed device designed to store and delay the radio frequency signals. The output of the DRFM subsystem is a delayed RF signal with Doppler shift applied. The following are some of the units critical specifications: 70 dB dynamic range (minimum ? without utilizing an AGC), 12-bit analog to digital converter (ADC) (minimum), 14-bit digital to analog converter (DAC) (minimum), minimum delay shall not exceed 500 nanoseconds, maximum delay shall be at least 3 milliseconds, delay step size shall be less than 10 nanoseconds, and delay time accuracy shall be within plus or minus 5 nanoseconds The solicitation will be issued on or about 2/19/04 and will be available through the 2.0 Contracts Competency home pages at: https://contracts.nawcwd.navy.mil/rfp-nawc.htm. All responsible sources may submit a proposal, which shall be considered by the agency. All offerors shall submit proposals in writing to Commander, Attn: Jackie Scherry, Code 220000D, Naval Air Warfare Center Weapons Division, 429 East Bowen Road ? STOP 4015, China Lake, CA 93555-6108, or faxed to 760-939-8329, or email to jacqueline.scherry@navy.mil by 1400 local time 23 March 2004. The NAICS Code is 33451 and the Size Standard is 750 employees for this procurement. The resulting contract will be a Firm-Fixed price type. Inspection and Acceptance will be at the Naval Air Warfare Center Weapons Division, China Lake, CA 93555-6100. Delivery shall be FOB Destination to the Naval Air Warfare Center Weapons Division, China Lake, CA 93555-6100. Time of Delivery shall not exceed 12 months after award. See Numbered Notes 1 and 26.
