Description
This sources-sought synopsis is issued in anticipation of a potential future procurement program. The Naval Sea Systems Command is conducting market research to determine the existence and interest of sources for design and construction of one (1) hydrographic survey vessel between 30 and 40 meters in length. The craft would be procured for implementation of newly established requirements for the Sultanate of Oman Navy under a Foreign Military Sales (FMS) case. The craft will operate within Oman territorial waters of the Arabian Gulf and the Indian Ocean and conduct hydrographic and environmental surveys in the depth range of 5 to 100 meters. It shall be designed to withstand the environment conditions of the area of 50 degrees C air and 35 degrees C for water. It will have a secondary mission to conduct Mine Counter Measures (MCM) route surveys of shallow routes within Oma n territorial waters. Steel, aluminum or GRP hulls are acceptable materials. Single or multi hull options will be considered. Craft is to be built to USN or USCG standards or internationally recognized commercial classification standards. Craft is expected to have a life span of at least 20 years. The craft shall have a maximum draft of 1.8 meters, a minimum range of 1000 nautical miles at 12 knots, have maximum continuous speed of not less than 15 knots, capable of conducting hydrographic missions in sea state 4 and transiting in sea state 5, have an operating endurance of fourteen days with a crew of seventeen officers and enlisted in at least six cabins. The vessel will carry one seaboat/survey boat at least 5m in length and capable of being launched/recovered while underway. Hydrographic survey equipment shall include a Positioning System, Dual Side Scan Sonar System , Sound Velocity System, Recording and plotting system, Portable Hydrographic system for seaboat/survey boat and Geodetic GPS. Additional electronics to be installed in the boat include navigational radar, ARPA navigational radar, Navtex receiver, Autopilot, HF/VHF/GMDSS radio transceivers, internal telephone system, PA system and intercom system. The vessel shall have suitable space for future installation for a Kongsberg Simrad EM 3000 multi-beam dual headed bathymetric system by the RNO/Kongsberg. This is not to be priced by the contractor. Major fitted equipment selections should be made on the basis that spares support will be available for at least ten years. Prospective firms are encouraged to submit a capability summary that does not exceed five (5) pages in length describing their potential craft and firm's recent relevant business experience and their approach in meeting the requirements stated above. Responses should include: (a) The name and address of the contractor and where the boat would be built; (b) Point of contact including name, title, phone, and email addresses (c) A description of craft currently offered by the contractor that meet, or with minor modifications might meet, the above listed requirements to include contract and customer information regarding the "parent" craft; (d) A notional schedule for detail design, construction and FOB delivery of the craft, (e) An estimated price, and (f) Whether the business is currently classified as a Large or Small business under NAIC 336612.
