Description
This synopsis is being provided to publish notice of the following requirement the EPA is seeking an experienced vendor to construct an environmental room in an area designated by EPA in analytical chemistry laboratory, room 305 at the National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan. The room does not require cleanroom class certification, and will act as a positive pressure enclosure for analytical instrumentation. All structures shall conform to the guidance provided by the EPA Facilities Manual, Vol. 1, "Architecture, Engineering and Planning Guidelines," used in conjunction with EPA Facilities Manual, Vol. 4, "4844: Facility Safety and Environmental Management Manual". The Statement of Work shall provide detailed specifications under the following features: Technical Specifications: Environmental Room The ICPMS environmental room shall consist of an 8 ft. interior topped with a plenum. The environmental room shall be constructed with an air seal around the entire exterior--wall panels, floor, and top of plenum to prevent leakage. 2.1. Clean Surface Walls 2.2 Environmental Room Floor 2.3 Airflow Plenum (above ceiling) 2.4 Air Flow Filtration Air flow for the environmental room shall be filtered using an ultra low particulate air filtration system (ULPA), removing 99.999% of particles of size 0.12 microns or greater. The system shall be designed so that the filter can be easily replaced from inside the room. 2.5 Airlock Room The Environmental room shall have one entrance via an Airlock Chamber and a secondary egress through a separate door (See Appendix B). 2.6 Windows 2.7 Doors A standard metal door shall be located at the entrance to the environmental room from the airlock and the entrance from the airlock to the 305 laboratory. An additional double door shall exist on the East wall of the environmental room to facilitate equipment installation in the environmental room. This double door should be sealed against leaks and will rarely be used. 2.8 Electrical 2.9 Fire Suppression 2.10 Room Preparation Performed by EPA The following work will be performed by EPA to prep the room for installation of the environmental room: 2.10. Removal of floor tiles in the immediate area within the environmental room footprint. 2.10.2 Removal of the existing drop ceiling above the environmental room footprint. 2.10.3 Provide up to 2000 cfm of temperature and humidity controlled inlet air and ducting to the HEPA or ULPA filtered and VOC scrubbed inlet air attachment point (provided by contractor). 2.10.4 Ducting from laminar flow hood exhaust point to roof, including roof penetration for exhaust duct. 2.10.5 Removal of any existing electrical outlets and lines attached to the room 305 walls where new environmental room walls are to be installed. Optional Contractor-Furnished Equipment The contractor shall propose to supply the following cleanroom equipment as part of the contract: 2.11. A Laminaire Polypropylene Exhausting Vertical Laminar Flow Clean Air Workstation model PV-324-E, or equivalent. THE EPA HAS SET THIS ACQUISITION ASIDE FOR SMALL BUSINESS. The North American Industry Classification Code is 337215 with a small business size standard of 500 employees. A written solicitation, PR-CI-04-10356, is anticipated to be issued on Thursday 2/12/04. It is anticipated the solicitation will be issued as a request for proposals (RFP). All responsible small business sources may submit a proposal in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive proposals. A site visit opportunity will be announced in the solicitation and this event is anticipated to be scheduled to take place on Wednesday February 18th at the installation site: US EPA, National Fuel and Vehicle Emission Laboratory, 2565 Plymouth Road, Ann Arbor, Michigan 48105. The Agency intends for this event to constitute the sole site visit opportunity for prospective offerors. The Agency is under no obligation to make accommodations for those unable to attend the site visit event as scheduled. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An offer must include the minimum requirements of the Statement of Work (SOW). In addition to price, the following factors will be used to evaluate the offeror's technical proposal: responsiveness to the SOW, previous technical experience, managerial ability, schedule and delivery. These factors shall be evaluated on a Best Value basis. Contract type will be firm fixed price.
