Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement, HQ0006-04-002, constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This announcement is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18. (iv) This procurement is sole source to a Total Women-Owned small business. The associated NAICS code for this acquisition is 541330. All responses from responsible sources will be fully considered. (v) This requirement is for technical support to establish policies and procedures for protecting Special Access Program technology and information. This acquisition will be for a one-year, FAR PART 12, Firm-Fixed-Price contract with a one-year option period. It is the Government?s intent to award a contract on a sole-source basis to Computer Systems Center Inc (CSCI), 8407 Terra Woods Drive, Springfield VA 22153-3515. The estimated value of this procurement, including option period, is $174,000. This synopsis/solicitation is for COMMERCIAL ITEMS: CLIN 0001, Senior Analyst, 600 hours; CLIN 0002 Administrative Support, 12 hours; CLIN 0003, Security Support, 24 hours; CLIN 0004, AIS Support, 12 hours; and Program Mgmt, 24 hours. (vi) The government?s Statement of Objective (SOO) is: The contractor shall make recommendations and provide analysis that: a) develops and implements a process for the handling, classification and export control of MDA related programs and technologies; b) provides policy and establishes support for other government agencies and other service-shared programmatic interests. These efforts will require extensive coordination with Office of the Secretary of Defense (OSD) and service-specific Special Access Program Central Offices (SAPCOs); d) establishes a MDA unique control structure, and creates policy, instructions, and guides spanning the gamut of classification levels; and e) conducts a detailed review of MDA SAP requirements to determine functionality, management, and oversight specifics. This shall include, but not be limited to, process reviews, collecting unique MDA policy requirements, development of a SAP policy, preparing instruction sheets and classification guides and working with OSD SAPCOs to establish required programs and relationships. (vii) a) prepare and present to MDA/SIP draft SAP policy, instruction and classification guides; b) draft meeting agenda to support the policy reviews; c) draft briefings to support the policy reviews; and d) draft information memorandum after policy reviews. Security classification of material and products will include TOP SECRET/SAP. All SAP work shall be accomplished at Special Access Program secure facilities. (viii). FAR provisions and/or clauses referenced may be obtained from the following site: http://farsite.hill.af.mil. Solicitation Provision at FAR 52.212-1, Instructions to offerors-Commercial Items (Oct 2003) hereby incorporated by reference. (ix) Solicitation Provision FAR 52.212-2, Evaluation Commercial Items (Oct 2003) is hereby incorporated, the evaluation factors are technical, price, and past performance. The government will make a determination of best value based on the evaluation factors cited. (x) Contractors are reminded to submit a complete copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items with their quote, if readily available. If not, the clause will be forward for completion prior to award (Oct 2003). (xi) Clause 52.212-4, Contract terms and Conditions Commercial Items (Oct 2003) is hereby incorporated by reference. (xii) Clause 52.212-5, Contract Terms and Conditions?Commercial items applies to this acquisition. (xiii) Contractor personnel shall possess and maintain a final DoD-issued TOP SECRET personnel security clearance based on a current Single Scope Background Investigation (SSBI), completed within the last five years.
