Description
The VA Medical Center, One Veterans Drive, Minneapolis, MN 55417 has identified a need for: One (1) VHF base paging system that will operate in the 132-170 MHz frequency range and Twenty (20) alpha numeric/voice pagers. All radio equipment will be P.25 compliant and will operate in narrowband mode. The antenna system for the VHF paging system shall be a high-band 6.0db omni-directional antenna. Antenna will be connected to the system using 1/2-inch flexible coax jumpers and 7/8-inch foam coax transmission line, grounding kits, cable and hangars, lightning arrestors, and any ancillary parts or components required. Contractor shall include all equipment, supplies, cables, connectors (including cables and connects for connection to a personal computer, interface boxes, interconnect devices, programming, installation, labor, management, testing, documentation, and resolution of any RFR or RFI conflicts to complete the project within 90 days of contract award. All work will be completed according to the provided document _VISN 23 Narrowband Radio Project, SECTION 16735, TWO WAY RADIO EQUIPMENT AND SYSTEMS_. (Attachment B) Paging Transmitter (Non Simulcast) Each paging base station will include full metering, modular construction, and expandability to provide channel monitoring and link control receivers as well as optional wire-line control inputs. The transmitter will accommodate controlled paging by any combination of tone, voice, and digital formats. It will be equipped with a paging terminal installed and ready to operate, as well as a guard receiver and many other options. The contractor will provide any required programming of the terminal which will include programming of group and individual end user cap codes per VA requirements up to a period of 90 days after installation and acceptance. Note: In Attachment _B_, Narrow Band Replacement Project _ VISN 23_ only those sections that apply to the equipment listed and the installation of that equipment are applicable to this solicitation. Paging Terminal: The paging terminal will be equipped with dial-access. The telephone interface will handle voice, numeric, or alphanumeric message entry based upon which pager the user calls. System management: it can be connected either by modem through any dial-up line used for paging or by direct serial connection, depending on the method the system operator uses at the time. In addition, the terminal will be networked to the existing LAN and the application will be configured to be installed on at least two paging terminal devices. The VA will provide the PC devices. Service Data/Operator Manual: The contractor agrees to furnish a copy of a manual, handbook, or brochure containing operating, installation and maintenance instructions for each component. Where applicable, it will include electrical data and connection diagrams for all utilities. The instructions shall also contain a complete list of all replaceable parts showing part number, name and quantity required. Note: All documentation, service data, operator manuals, handbooks, guides and brochures shall be the most current version available. Installation and Training: Contractor will install the ordered and provided comprehensive on-site operator training to the users at the VA Medical Center, Minneapolis, MN 55417. The installation and training will be coordinated with the Contracting Officers Technical Representative. Transmitter Controller: Remote transmitter Controller will connect to a radio-paging transmitter and allows the transmitter to be remotely controlled from a central paging terminal. The transmitter controller will be capable of recognizing the site address, selects the modulation mode (analog or digital), keys up the transmitter, and transmits the audio or digital data. Standards of Work: All equipment provided, and the installation of system equipment will comply with the most current requirements specified in the following documents: _ The Uniform Building Code _ SECTION 16735, TWO WAY RADIO EQUIPMENT AND SYSTEMS _ The National Fire Protection Association_s National Electric Code _ All applicable federal codes and ordinances System Support and Maintenance: Warranty: The contractor shall warranty equipment against defective material, workmanship and performance for a period of one year from the date of acceptance by the Government of the fully operational system. The Contractor agrees to furnish, without cost to the Government, replacement of all parts and materials, which are found to be defective during the warranty period. Replacement of material and parts will be furnished to the Government at FOB destination. Cost of shipping and installation of replacement material and/or parts shall be borne by the Contractor. Warranty support will include 7X24 On-Site Response (24 hours/day, 7 days/week), one annual System Survey and Analysis as scheduled by each medical center and depot board repair services. The following paragraphs provide responsibility assignments and give a detailed description of the personnel and support facilities that will supply maintenance support services. First Year New System Maintenance The first year system maintenance will include a one-year parts and labor warranty. This warranty provides response for labor repair services during normal business hours only, Monday through Friday, excluding holidays. However, the contractor will provide after-hours support services to support the conventional radio system. On-Site Infrastructure Response with Local Dispatch On-site Infrastructure Response provides on-site technician response within four hours_24 hours a day, 365 days a year, including holidays. Contractor Responsibilities ? Maintenance for equipment shall be provided on a 24-hour a day, seven-day a week basis ? Materials, tools, documentation, physical planning manuals, and diagnostic/test equipment, necessary to perform maintenance services, will be provided ? Service will include one annual System Survey and Analysis to be scheduled upon request VISN 23 Responsibilities ? VISN 23 agrees to maintain a suitable environment for the equipment, and to provide contractor-authorized technicians full, free, and safe access to the equipment to provide maintenance services ? This On-site Infrastructure Response is subject to site access conditions and weather
