Description
PROJECT DESCRIPTION: The US Army Corps of Engineers (USACE) and the Ashtabula River Partnership have proposed a plan for ecosystem restoration in the Ashtabula River, Ashtabula Ohio. The project scope covers contaminated sediment dredging, dewatering, water treatment, transpo rtation and disposal. The Ashtabula River is located in northeast Ohio on the northeast shores of Lake Erie. In 1985, the area was designated as an Area of Concern (AOC) by the International Joint Commission (IJC), characterizing it as an area with impaired beneficial uses. T he impaired beneficial uses derived from the presence of contaminated sediment. Much of the sediment in the river Federal is sufficiently contaminated to require environmental controls during dredging. A recommended remedial plan involves: 1) mechanical dredging of approximately 700,000 cubic yards (in situ) of contaminated sediments from the river, 2) treatment of sediments as necessary to meet disposal requirements, 3) transporting to and disposal of t he treated sediment in either a Toxic Substances Control Act (TSCA) and/or non-TSCA (NTSCA) permitted landfill (based upon previously established cut-lines and chemical analysis). The U.S. Army Corps of Engineers (USACE) is presently in the process of design and will develop plans and specifications for the dredging and disposal of the contaminated sediments from the lower Ashtabula River. The plans and specifications will be then used as a basis for the project construction solicitation. INFORMATION SOUGHT: The intent of this Sources Sought Announcement is the generation of information regarding potentially qualified parties capable of executing this plan. USACE is interested in submissions related to one or more of the following technical objectives of the project: ???? Dredging of contaminated sediments ???? Treatment (including dewatering and water treatment) of contaminated sediments ???? Transportation of treated sediments ???? Disposal of treated sediments Information submitted should be pertinent and specific in the objective chosen and to the technical area under consideration on each of the following qualifications: 1) EXPERIENCE: An outline of previous projects, specific work previously performed or bei ng performed and any in-house research and development efforts 2) PERSONNEL: Name, professional qualifications and specific experience of technical personnel who may be assigned as a principal team member or project officer 3) ASSET CAPABILITY: Availab ility and description of special facilities or assets capable of accomplishing the technical objectives under consideration. Any other specific and pertinent information as pertains to the specific objective that would enhance our understanding of the inf ormation submitted. SUBMISSION REQUIREMENTS: Firms having the capabilities to perform this work are invited to submit two (2) copies of a completed SF 254, unless a current copy is on file at the address listed below, and two copies of SF 255, by 20 FEBRUARY 2004. Additionally, responding firms are requested to provide two (2) copies of an overview narrative intended to demonstrate the firm??????s understanding of, and unique qualifications to successfully complete, the subject project. This overview narrative shall include a list of relevant projec ts that the firm has worked on, the unique problems addressed on each project, and the firm??????s approach to addressing such problems. Additional background information is publicly available in the project Comprehensive Management Plan (CMP).
