Description
THIS IS NOT A REQUEST FOR PROPOSAL, BUT A REQUEST FOR INFORMATION. Los Alamos National Laboratory (LANL), operated by the University of California for the Department of Energy (DOE), is preparing a solicitation to provide design-build services for access control stations and associated road improvements. This project is called the "Security Perimeter Project" or SPP. This project includes construction of two new access control stations, significant road modifications associated with the new access control stations, new intersections, a new road to assure access to the ski hill, vehicle barrier and gate systems, modification of some existing road sections, minor demolition of some existing structures, and modification of two existing access control stations. Security systems will be supplied, installed and tested by the University. The successful contractor will be required to supply the necessary utilities and infrastructure to assure proper operation of security systems. Some existing utilities will need to be relocated. New utilities will be installed for the access control stations and road systems. The new road sections and structures will be designed and constructed to NMSHTD and LANL standards. This contractor will be required to develop a detailed traffic control and construction phase plan as part of this project. The majority of this work will impact the daily employee vehicle traffic into and out of the main LANL site, as well as Los Alamos County traffic. The contractor will be required to minimize this impact and control the traffic flow through construction zones. The contractor will be allowed to work off shifts, nights and weekends in order to accomplish this project and minimize the impact to the normal traffic pattern. The University expects the contractor to perform this work in a manner similar to the recently completed "Big I" project in Albuquerque. The award of this contract is contingent upon the receipt of funding from the Department of Energy. The University intends to award a firm fixed-price contract to the successful design-build firm that best meets the Laboratory's goals and objectives contingent upon availability and approval of these funds. The project will be designed and constructed under a Design-Build contract with an estimated cost of approximately $12,000,000. Department of Energy "Q" or "L" security clearance is not required for work on this project. However, all contractor employees working on this project must be U.S. citizens. A LANL-issued badge will be required for all construction personnel on site. The Laboratory's Associate Directorate for Operations will oversee the design and construction of the RLUOB. It will be requested at a later date (Approximately April 12, 2004) and will be announced on our Business Web Site: http://bus.lanl.gov/sup1/default.htm We also plan on holding a bidder conference after issuance of the RFQ to go over this solicitation in more detail (Approximately April 15, 2004) at) at a site to be determined. Selection of the successful offeror for award will be based on a best-value source selection process using a two-phased approach: Phase 1, the Request for Qualifications (RFQ); and Phase 2, the Request for Proposal (RFP). Phase 1, Request for Qualifications. To be qualified, each offeror must demonstrate: " Prior Experience on similar design-build projects, identifying owner, point of contact, telephone number. " Proposed project team organization " Resumes of Key Personnel with applicable experience, availability, and commitment to this project. " Quality compliance capability to 10 CFR 830.120 " A notable safety record compared to National Safety Council statistics " Evidence of financial stability, including Dunn & Bradstreet rating " Corporate, Key Personnel and Subcontractor Teaming Experience " Capability to perform construction utilizing local labor and materials Qualifications Statements will be due approximately April 30, 2004. Phase 2, Request for Proposals This will be a best value competition for the design and construction. The RFP will be issued to approximately 3 short listed finalists from the RFQ process. Firms receiving the RFP will receive performance specifications upon which to base a Conceptual Design. Firms will have approximately 1 1/2 months to prepare design sketches, outline facility functions/adjacencies, prepare a draft detailed traffic control and construction phase plan, and to demonstrate their capabilities. Each firm will provide a two-hour oral presentation to the SEC followed by a one-hour Q & A period. The Source Evaluation Committee will evaluate presentations followed by negotiation of "best and final' offer, contract award and Notice to Proceed for design and construction will occur between Oct. 1, 20404 and Dec. 31, 2004 and is dependent on receipt of funding.
