Description
The National Institute for Occupational Safety and Health is requesting quotes to fulfill its mission in bitoerrorism preparedness and response and in public health surveillance for emergent health care events, the Division of Healthcare Quality Promotion requires professional serevices to conduct evaluative research on diesase surveillance and medical implementation of such systems in healthcare networks. The contractor shall provide the labor and expertise involved in translating public health knowledge and experience in conducting infectious disease surveillance and public health response to research activities funded by CDC to evaluate surveillance for mergent healthcare events in outpatient healthcare networks. This work includes assisting CDC grantees in the developing of protocols, consulation with grantees on Federal, State, and Local Public Health surveillance activities and requirements, conslution and assistance in planning also includes consultation with, and participation in meetings and conference calls with, other Federal agencies, State and local health departments, and other collaborative entities to present, explain, discuss, and answer questions regarding this research and any resulting public health initiatives. This work also includes consultation to CDC and grantees in the developing of protocols for public health response to emergent healthcare events, including bioterrorist attacks, including strategies for identifying and protecting persons at high risk for infection, such as healthcare workers. Within one year of when the purchase order is awarded, coordinate and serve as principal liaison between CDC program (Division of Healthcare Quality Promotion) and CDC grantees condicting research on surveillance and identification of mergent health events for bioterrorism detection, specifically including, but not limited, to the Eastern Massachusetts Prevention Epicenter. Meet with grantee?s project officer and project staff inperson and/or by conference phone on a regular basis, to be determined by CDC program. On an on-going basis, provide public health expertise and input into the design and implementation of the grant-support project. Make regualr reports to CDC grogram in-person and/or by conference phone on a regualr basis to be determined by CDC program. Provide quarterly written reports to CDC program documenting progress toward completion of reaseach objectives. Attend meetings, conference, and symposia to gather information on similar and/or related projects. Produce documents as required responsing to requests from CDC and CDC collaborators, including Federal agencies, for information about CDC surveillance activities referable to this grant or to other healthcare-based surveillance of emergent health events. Coordinate and serve as principal liaison between the National BT Syndromic Surveillance Program of the Eastern Massachusetts Prevention Epicenter and DHQP. Attend by phone all BioSense team meetings and meet as needed with BioSense personnel to stay informated and to keep the BT Demonstration Program and other programs within NCID that are involved with syndromic surveillance. Meet with project officers from other programs to facilitate collaborations to improve synergy among all syndromic surveillance at CDC. Engage with leadership at PHPPO in the area of perfromace measurement and laboratory practice. Work with PHPPO staff and others to perpare a white paper review of the Public Health Performance Standards Programs?s capacity to impact specific public health objectives such as childhood immunizations. Represent CDC on the National Commission on Prevention Priorities. Interested contractors are invoted to submit a response, within ten (10) calendar days after publication of this notice, which must include price breakdown and minimum qualifications to determine capability to meet the above requirement as follows: 1) Knowledge, expertise and experience in designing and conducting public health surveillance; 2) Knowledge, expertise and experience in working with officials and epidemiologists employeed by and affiliated with managed care organizations and healthcare networks to accomplish specific goals and objectives; 3) Knowledge, expertise, and experience in infectious diesase epidemiology and microbiology; 4) Knowledge, and experience, and expertise in management issues involving Federal grants and cooperative agreements; 5) Knowledge, expertise, and experience in managing and understanding issues related to the interactions and interlationships of Federal, State, and local public health agencies. NO solicitation document exists, however, all responses from contractors demonstrating their capabilities will be fully considered.
