Description
The Drug Enforcement Administration/Office of Acquisition Management (DEA/FAC), Alexandria, VA, intends to award, on a full and open competition basis, time and material contracts on a regional basis for Hazardous Waste Removal & Disposal Services. The Contractor is not responsible for the remedial cleanup and disposal of residual waste, which may remain after the removal of gross contamination. The North American Industry Classification System (NAICS) is 562112; the average annual receipt is $10.5 million dollars. Issuance of the Request for Proposal (RFP) is anticipated on or about February 27, 2004, The RFP will be distributed electronically through the DEA Acquisition web page at www.dea.gov. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any.) It is the offerors responsibility to monitor this site for the release of the solicitation and any amendments. In order to download the full solicitation, offerors will have to be on an electronic bidders? list found at the DEA Acquisitions site only at the time the RFP is available. The proposed contract will have a period of performance of one year and two, one-year option periods. DEA?s primary responsibility is for enforcing the Controlled Substances Act (CSA). DEA?s domestic operations are organized into field divisions comprised of offices located in over 150 cities across the United States and Puerto Rico. The objective of this contract is to secure the services of Hazardous Waste Removal/Disposal Contractors who are qualified to perform the ?duties of a generator? of hazardous waste on behalf of law enforcement agencies and to properly manage the hazardous waste seized by those in law enforcement at clandestine drug laboratories, generated by DEA?s forensic laboratories, mobile laboratories, training exercises, or by other waste-generating activities authorized by DEA. It is anticipated that contract services will be needed in the locations listed below. Contractors with response facilities located in the following contract centers will receive more favorable consideration during the evaluation process: WASHINGTON STATE and NORTHERN IDAHO ? This area includes the entire State of Washington and that portion of Idaho north of Idaho County. CONTRACT CENTERS: Seattle and Spokane, WA; OREGON ? This area includes the entire State of Oregon. CONTRACT CENTER: Portland, OR; ALASKA - This area includes the entire State of Alaska. CONTRACT CENTER: Anchorage, AK; NORTHERN CALIFORNIA ? This area includes that portion of California north of the southern boundary lines of Monterey, Kern an Inyo Counties. CONTRACT CENTERS: Sacramento, CA and Fresno, CA: CENTRAL CALILFORNIA- This area includes that portion of California south of the southern boundary lines of Monterey, Kern and Inyo Counties, and north of the northern borders of San Diego and Imperial Counties. CONTRACT CENTER: Los Angeles, CA; SOUTHERN CALIFORNIA ? This area includes that portion of California in San Diego and Imperial Counties. CONTRACT CENTER: San Diego, CA; SOUTHERN IDAHO ? This area includes that portion of Idaho south of Idaho County. CONTRACT CENTER: Boise, ID; NORTHERN NEVADA ? This area includes that portion of Nevada except Nye, Lincoln and Clark Counties. CONTRACT CENTER: Reno, NV; SOUTHERN NEVADA ? This area includes that portion of Nevada in Nye, Lincoln and Clark Counties. CONTRACT CENTER: Las Vegas, NV; HAWAII ? This area includes the entire State of Hawaii. CONTRACT CENTER: Honolulu, HI; MONTANA- This area includes the entire State of Montana. CONTRACT CENTER: Billings, MT; WYOMING ? This area includes the entire State of Wyoming, CONTRACT CENTER: Cheyenne, WY; UTAH ? This area includes the entire State of Utah. CONTRACT CENTER: Salt Lake City, UT; NEW MEXICO ? This area includes the entire State of New Mexico CONTRACT CENTER: Albuquerque NM; WEST TEXAS ? This area includes that portion of Texas in the DEA El Paso Division including the Counties of El Paso and Odessa, Hudspeth, Brewster, Presidio, Jeff Davis, Culberson, Reeves, Pecos, Loving, Winkler, Ward, Crane, Ector, Midland, Glasscock, Sterling, Coke, Mitchell, Howard, Martin, Andrews, and Upton. CONTRACT CENTER: Odessa, TX; PUERTO RICO ? This area includes the entire Commonwealth of Puerto Rico. CONTRACT CENTER: San Juan, PR; NEW YORK ? This area includes the entire State of New York. CONTRACT CENTER: Syracuse, NY; NEW ENGLAND ? This area includes the entire States of Maine, New Hampshire, Vermont, Massachusetts, Connecticut and Rhode Island. CONTRACT CENTER: Boston, MA. The Contractor shall comply with all applicable laws and regulations and furnish experienced personnel with proper training, as well as the necessary equipment, materials, services, facilities, and all things necessary or incidental to the performance of these services. Contractor personnel must submit all necessary information needed to obtain DEA security background clearances. Response facilities and initial storage facility locations shall be subject to facility security requirements, including security for controlled substances, and security for listed chemicals. Evaluation factors for award, in addition to the information above, will include, but are not limited to the following: Demonstration of Technical approach and resources necessary to successfully perform response and on-site services; Demonstration of technical approach and resources necessary to successfully meet RCRA treatment, storage and disposal requirements; Demonstration of ability to successfully perform the necessary administrative/management services; Past performance; Price; Small Disadvantaged Business and Small Business subcontracting plans.
