- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SCOPE OF WORK: The contractor shall provide all facilities, personnel, equipment, tools, labor, and supervision necessary to perform these subject aircraft washes. The contractor shall e stablish and maintain complete quality control program for the performance of this requirement in accordance with ANGI 21-105 Corrosion Control Non destructive Inspection and Oil Analysis programs. Aircraft washes are to be completed in accordance with TO 1C-130A-23CL-1 and TO 1-1-691. Only TO 1-1-691 approved supplies may be used. Washing facility must be adequate to accommodate C-130 aircraft with hot/cold water to accomplish the task. Contractor must furnish tow capability for LC/C-130H aircraft IAW T O 1C130H-2-09JG-10-1 and TO 1C-130H-2-10JG-00-1. Contractor must supply qualified individuals to operate the power on checklist to perform the aircraft washing and cleaning preparation procedures/cleaning and washing interior cleaning/post cleaning and was hing and post cleaning and washing lubrication as noted on TO 1C-130A-23CL-1. Contractor will provide verification cleanliness inspection by an experienced aircraft maintenance quality inspectorafter completion of wash using ANG aircraft post wash cleanli ness table. All contractor equipment must conform to requirements in TO 1-1-691. Schedule and Timeline is unknown. Requirement is for at least one aircraft wash and may exceed 20 aircraft washes. This number is unknown due to availability of aircraft.P ERIOD OF PERFORMANCE is from award through 30 September 2004. In an effort to reduce indirect costs to the government this requirement is being restricted to contractor locations within a 300 miles radius of Scotia, New York 12302. This restriction is bas ed on the total hours within one duty day to include aircraft prep, flight and ground time with crew ground vehicle travel time to return to Scotia, New York. Contractors Proposal must be Firm-Fixed Price per aircraft wash. Evaluation Factors for considera tion of award will be COST, PAST PERFORMANCE, ACCEPTABILITY OF FACILITIES, SECURITY, and DISTANCE TO SCOTIA NEW YORK. Contractor MUST be registered in the Central Contractor Registration Database for consideration for award. Registration can be accomplish ed through http://www.ccr.gov. Contractor must be compliant with the most current US DOL Wage Rate Decision for Occupation 23060 Aircraft Servicer for the county in which this service is to be performed. The following FAR clauses are applicable: FAR 52.2 12-3 Offeror Representations and Certifications - Commercial Items, FAR 52.249-4 Termination for Convenience of the Government.
