Description
The U.S. Bureau of Reclamation has a requirement for the construction of a permanent pumping system in Placer County. This project is located on the North Fork of the American River at the existing Auburn Dam construction site in Auburn, California. The project will be constructed in two phases. Phase I of the project was awarded June 13, 2003. Phase II of the project is currently being solicited. The principal components of the work for Phase II are as follows: Schedule A of the American River Pump Station Project, Phase II, consists of the following work: 1. Construction of a primary intake structure consisting of reinforced concrete and grouted boulder chutes; tilted, wedge-wire intake screens; and an air backwash system. 2. Construction of a secondary intake structure will consist of a vertical, flat-plate screen intake with air backwash system. Concrete box conduits associated with the secondary intake will utilize an air sparging system in the floor to promote sediment movement. 3. Construction of an emergency intake structure, consisting of a coarse bar screen divided into four separate chambers, each controlled by manually operated 36-inch sluice gates. 4. Construction of a 48 foot wide by 10 foot high Obermeyer-type maintenance gate located between the upper primary intake and the emergency intake. 5. Channel modifications will consist of grouted rock and riprap lining for approximately a 600 foot reach of the American River channel at locations along the intake structures. Channel modifications will also include construction of a new channel through the plug areas located at the tunnel entrance and exit. 6. Construction of a 7 foot by 7 foot reinforced concrete box culvert chase, approximately 600 feet long, extending from the pump station tunnel, down the access road alignment, to the intake structures. Piping will be provided in the chase for air backwash system, an air sparging system, and hydraulic operations of the knife gates. 7. Access to the intake structures for maintenance work will be provided by an 8 foot wide ramp located between the secondary and emergency intakes and access hatches up to 8 feet by 12 feet in size, located at key points. 8. The 30-inch diameter, steel pipe for the Georgetown Public Utility District will be extended approximately 650 feet from the east wall of the pump station, down the access road for the intake structures, and then across the American River channel, where it will be terminated. 9. Construction of the Diversion Access Road improvements, consisting of excavating, paving and installing drainage facilities for approximately 550 feet of 24-foot wide road from the pump station down to the new diversion structure. 10. Construction of the closure to the existing 33-foot diameter, horseshoe shaped, Auburn Dam Diversion Tunnel. The entrance closure will consist of sheet piles linked together and supported at the top and bottom to cover the tunnel opening, then backfilled to cover the face of the sheet piles. The outlet closure will consist of steel rails evenly spaced across the tunnel outlet. Steel columns and beams will support the rails. Schedule B of the American River Pump Station Project, Phase II, will consist of the following work: 1. Construction of a 10-foot by 22-foot, single story, block masonry park entrance building located just off Maidu Drive at the park entrance. The building will be provided with water service, electrical service, and a precast concrete vault for sanitary sewer service. 2. Construction of a paved and striped parking area, consisting of approximately 15 spaces just off Maidu Drive at the park entrance. 3. Construction of a paved and stripped parking area, consisting of approximately 50 spaces at the existing Auburn Dam Batch Plant site just above Oregon Bar. This parking area will include bathrooms, trash containers, and a kiosk. 4. Construction of ADA graveled parking area, approximately 80 feet by 80 feet, located on a rock bench approximately 1200 feet northwest of the existing diversion tunnel outlet. 5. Construction of a graveled turnaround area, approximately 30 feet by 50 feet, located approximately 100 feet northeast and down grade from the ADA graveled parking area. 6. Construction of a gravel road approximately 520 feet long and 15 feet wide, from an existing road to the ADA parking area. 7. Construction of a graveled turnaround area, approximately 50 feet by 50 feet, located near Oregon Bar. 8. Improvements to and overlaying approximately 6,900 linear feet of 24-foot wide existing paved road between Maidu Drive and the Batch Plant parking area. 9. Grading, smoothing, and installation of gravel base on approximately 4,200 linear feet of 24-foot wide existing dirt road between the Batch Plant parking area and river turnaround area. 10. Grading, smoothing, and installation of gravel base on approximately 4,450 linear feet of 15-foot wide existing dirt road between the Batch Plant parking are and the Oregon Bar take-out area. 11. Construction of a 4-foot wide trail by removing boulders, grading, grubbing, and installing drainage facilities for approximately 16,000 linear feet, between the Batch Plant parking area and the Oregon Bar turnaround area. The magnitude of this project is more than $10,000,000. Funds currently do not exist for this requirement. This notice is issued contingent upon the availability of funding. Offers will be considered for award based on the combined price submitted for all Schedules (A & B). No offers will be considered for award on one Schedule only or only a part of one or more Schedules. This requirement is restricted in accordance with FAR 19.1305 HUBZone set-aside procedures. Solicitation 04SI201009 will be posted at http://ideasec.nbc.gov on or about February 24, 2004 with a tentative bid date of April 5, 2004. The solicitation and specification can be downloaded at the above site, with the drawings being mailed hardcopy.
