- Description
- NASA/JSC plans to issue a Request for Proposal (RFP) for the Engineering and Science Contract (ESC). Requirements include engineering products and services for ISS, Shuttle and OSP spacecraft flight programs; design, development, certification, and production of hardware and software for NASA programs; operation and maintenance of on-site laboratories and facilities; curation of astromaterials and planetary materials research; research and development of new technology; technology transfer and institutional support services. Period of Performance: January 1, 2005 through December 31, 2009. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 541330 Engineering Services and $23M, respectively. The DPAS Rating for this procurement is DO-C9 Small business goals for this procurement are as follows: Small Business Goal - 35% Small Disadvantaged Business - 18% Women Owned Small Business - 5% Service Disabled Veteran Owned Small Business - 2% Veteran-Owned Small Business - 4% Hubzone - 3% Historically Black Colleges and Minority Institutions - 1% All responsible sources may submit an offer, which shall be considered by the agency. The anticipated release date of a draft RFP is on or about March 9, 2004. The anticipated release of the final RFP is on or about April 23, 2004, and the anticipated offer due date of on or about June 17, 2004. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
