Description

The U.S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), National Severe Storms Laboratory (NSSL) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Dr. Brian Kaney for the customization and modification of two sets of software, QPE-Sums Verification and Radar Calibration which were originally developed by Dr. Kaney. The modifications to this software includes severe storms and precipitation algorithm verification, cross sections and typhoon tracking applications to be deployed throughout the United States, Taiwan and Thailand. An in depth knowledge of the QPE-Sums Verification and Radar Calibration software will be used to complete the following tasks: 1) Configure the verification web based display with the capability to display new applications, diagnostics and products developed solely or in collaboration with NSSL. 2) Expand the verification web page to include the NMQ deployment and modify the precipitation gauge ingest to support the NMQ deployment. 3) Develop additional browser pages to be used as a user interface to NMQ data acquisition. This includes the ability of individual users to define their own geographical boundaries and/or predefined boundaries as requested. 4) Modify and enhance the radar calibration diagnostics software to encompass all WSR-88D operating in the United States. 5) Refine and make modifications to the radar to the radar calibration web page display system to support a national assessment. This includes the design and real time implementation of the calibration webpage as defined by NOAA/NWS's Radar Operations Center. 6) Provide complete source code, scripts, reference files/data and documentation at the end of the performance period. 7) Perform forensic activities on software and application output to diagnose observed or perceived problems with software applications and subsequent results. 8) Provide remote support and address questions, bug fixes and system configurations within four days of initial notification. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE 100K). FAR Clauses in full text are available at http://www.ARNET.gov/far/. As the original developer in the software, Dr. Brian Kaney is the only contractor who can meet the requirements and time frame of this procurement. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
