Description
This synopsis is issued for informational and planning purposes only! The U.S. Government Printing Office (GPO) is contemplating relocating its facilities from 732 North Capitol Street NW, Washington DC to new facilities in the Washington DC Metropolitan Area. The GPO is interested in entering into an agreement(s) to redevelop the North Capitol Street property and utilize the revenue generated from the redevelopment to fund the acquisition, construction and equipment of new agency facilities. The GPO also contemplates continuing to receive a stream of income from the renovated North Capitol Street property, while preserving the facade of this historic structure. To assist in the redevelopment/relocation project, the GPO is seeking services from well-qualified law firms who have significant experience providing public affairs, planning, and legal services to Federal agencies relative to the redevelopment and relocation of government facilities. The services GPO is seeking would include, but is not limited to the following: 1. Develop appropriate legislative initiatives relative to the redevelopment/relocation project and work with GPO and the appropriate congressional committees and the Congressional Budget Office to secure necessary authorizations; 2. Develop a plan to solicit input from interested constituencies on any proposed relocation/redevelopment; 3. Assist in developing a request for proposal (RFP) for the redevelopment of the North Capitol Street facility; 4. Assist GPO in evaluating responses to the RFP, selecting a developer and negotiating the terms of the final agreement; 5. Assist GPO in site selection, site acquisition and construction of new agency facilities; 6. Assist the GPO in navigating through Federal land use processes (e.g. General Services Administration, DC government, National Capital Planning Commission, Commission of Fine Arts, historic preservation entities, etc.) for both the redevelopment and relocation phases of the project. Firms are hereby requested to submit a capability statement (10 pages or less and no marketing material) that addresses their ability to perform the services described above and company points of contact and GSA Schedule number (if applicable).
