Description: The contractor shall furnish all required labor, facilities, equipment, and all material to accomplish repair, test, packing, preservation and packaging and return to the Government in a completely serviceable condition at the unit price(s) established at the time of contract award, the items of Air Force equipment listed below: Item 1: GENERATOR TACHOMETER, NSN 6680-00-785-2251NT P/N 2CM11BAA5, APPLICABLE TO Multiple Acft. Dimensions: 8? L x 6? H x 5? W. Weight: 6 lbs. Material Content: Metal alloy, plastic and rubber. Function: The tachometer generator is a mechanically driven, electro-mechanical unit. It transmits electrical impulses to the tachometer indicator, which shows RPM in percent. It also supplies electrical power to the T-5 Amplifier found in the aircraft engine variable exhaust nozzle control system. Estimated Quantities: Basic ? 71 each, Opt I ? 70 each, Opt II ? 70 each, Opt III ? 71 each, Opt IV ? 71 each. Item 2: THRUST INDICATOR, NSN 6605-00-801-8885, P/N 3571215-3001 AND OR THE FOLLOWING NSNs: 6620-00-628-6905, 6620-00-840-6182, 6620-00-328-8690, 6620-00-342-9835, 6620-00-578-5563, 6620-00-474-6952, applicable to C-130 and B-52 acft. Dimensions: 4? L x 2? Diameter, weight = 2.0 lbs. Material Content: Metal, plastic and glass. Function: Indicator is used to indicate to the pilot the ratio between the inlet pressure and the compressor outlet pressure of a jet engine. This indication is used to help obtain optimum engine performance. Estimated Quantities: Basic ? 42 each, Opt I ? 44 each, Opt II ? 41 each, Opt III ? 45 each, Opt IV ? 45 each. The period of performance is one (1) basic year with four (4) one-year options (total 5 years). Qualified Sources: Ametek Inc. of Wilmington MA and Air Shunt Instruments of Chattsworth CA. Destination: TO BE DETERMINED Required delivery date(s): Item 1: 6 EACH, 30 DAYS ARO AND REPARABLE EQUIPMENT Item 2: 4 EACH, 30 DAYS ARO AND REPARABLE EQUIPMENT Approximate Issue/Response Date: 27 FEB 2004/29 MAR 2004 Anticipated Award Date: 2 AUG 2004 Written procedure will be used for this solicitation. Note: Faxed solicitation requests can be submitted to the buyer, ANDREW G LUCAS, Tinker AFB, OK, (405) 739-4417. No telephone requests. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30 if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firms listed. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. NOTES: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
