Description
This pre-solicitation notice is being issued by the Naval Air Systems Command, Patuxent River, MD, to announce the release of Solicitation N00019-03-R-0002 to support the E-6B Block 1 Modification Program of 16 E-6B aircraft, 1 Systems Integration laboratory and associated trainers in order to accomplish the goal of correcting Follow-Operational Test and Evaluation (FOT&E) mission degraders and obsolescence issues. This requirement will include the procurement of necessary logistics elements. The E-6B Block I modifications to be accomplished include updating the Missions Systems architecture by adding an Open Systems Architecture (OSA) which has Industry Accepted Interface Standards using Non-Proprietary Hardware and Software interfaces for replacing current systems. All onboard mission systems including those to be modified under this Block 1 acquisition and pre-existing, unmodified legacy systems shall be migrated to the new OSA. Further, the following Legacy Systems requiring modification/replacement are, but not limited to; the Mission Computer Set (MCS); Battle Staff and Information Systems Officer work stations; correction and modification of on board cooling and electrical systems and a pre-award option for the Digital Airborne Intercommunication Switching Set (DAISS). This requirement includes a Systems Design and Development (SD&D) phase that will include design, development, installation, testing and acceptance first in the System Integration Laboratory located at the Naval Air Warfare Center, Patuxent River MD followed by design, development, installation, testing and acceptance in a prototype E-6B aircraft. This SD&D phase will be followed by a Low Rate Initial Production phase consisting of system fabrication and installation in 2 Low Rate Initial Production Aircraft (LRIP) aircraft and seven (7) trainer configurations located at Tinker AFB Oklahoma City, OK.
