- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to New Wave Research, 4905 Dakota Blvd., Boulder, CO 80304., for the acquisition of Micro Mill (P/N 002-2900A)is an instrument comprised of high-resolution microscope with motion control, a high speed precision drill, and computer system, and applicable software. The Micromill system is made specifically for drilling crystalline structures such as bone or otolith (earstone)of fish. The features of this instrument, particularly the stereo microscope xyz motion control, provides microscopic precision drilling and real-time ability to collect serial samples. The computer and necessary software furnishes a visual image of a sample with precise measurements, a property that reduces systemic errors. The microscope and drill combination of the Micromill allows precisely extract juvenile portion of the adult otolith for analysis as will as take transects of multiple samples from a single otolith. The EPA has identified New Wave Research, the only vendor capable of satisfy the requirement. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
