- Description
- NASA/DFRC plans to issue an Request For Proposal (RFP)for Intelligent Vehicle Systems (IVS),to support the Dryden Flight Research programs. Proposed research programs include using a modified C-17, F-15 and potentially the F-22 testbed aircraft requiring engineering, simulation and flight test, and technical support of Pratt & Whitney. These systems use Pratt & Whitney propulsion systems and subsystems. Pratt & Whitney has the unique knowledge of these systems and aircraft engines, as they designed, and manufacturing the engines. All above aircraft are one of a kind custom modified vehicles and are part of the IVS Program development. NASA/DFRC intends to purchase the services from United Technologies, Pratt & Whitney, West Palm Beach, Florida under 10 U.S.C. 2304 (C) (1) The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Firm date for receipt of offers will be stated in the RFP. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
