- Description
- The proposed acquisition listed herein is unrestricted. The Department of Health and Human Services, Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal (RFP) on behalf of the Administration for Children and Families, Administration on Children, Youth and Families, Head Start Bureau (HSB) for the Early Head Start National Resource Center (EHS/NRC). The RFP number is 04Y003193. The NAICS code is 541611. The EHS/NRC serves as a primary contributor to the HSB’s national repository of expertise and resources in the field on infant and toddler development. Its mission is to develop capacity and knowledge for use within the EHS community and support continuous training and technical assistance. The Contractor shall have offices in the Washington, DC metropolitan area; maintain a National Toll-Free Number; begin work within 30 days of award, inclusive of answering information requests, answering the toll-free hotline, responding to e-mail requests and having a web presence; provide an information specialist bilingual in English and Spanish; develop and maintain a comprehensive system for national communication and knowledge sharing in coordination with the HSB; organize and develop a comprehensive body of knowledge that supports the program operation needs of the EHS community; support and assist Federal staff and Regional Head Start technical assistance contractors; establish and maintain a national EHS consultant/mentor list; establish forums and other methods to discuss challenges and ideas; develop a web enabled digital library and resource directory; provide analyses, training and resources that address emerging trends and issues that are pertinent to Head Start infants, toddlers and their families; provide specialized assistance to HSB or EHS grantees; and, provide a variety of well qualified individuals and staff that can fulfill a broad spectrum of duties. The anticipated period of performance is one (1) 12-month base period and four (4) 12-month option periods. The RFP will be available approximately 15 days after issuance of this notice.
