Description
This synopsis is issued for comments on the draft Request for Proposal, PWS and attachments only. This requirement is to replace outdated mailing systems at 444 locations throughout the United States, Puerto Rico, Guam and various remote locations. Installation shall also include Coast Guard cutters home ported on the east, west, and gulf coasts of the United States. The U.S. Coast Guard processes millions of pieces of mail annually at more than 444 locations throughout the world, including aboard Coast Guard Cutters. The Coast Guard Cutters often perform operations at sea for periods ranging from a few weeks to 6 months or more. As a result, the equipment type and maintenance program must ensure that cutters can sustain meter operations for these periods. While each of these locations has a designated Official Mail Manager, this is not a full-time position and processing mail is a collateral duty shared by many different personnel. Consequently, the Coast Guard relies on automation to minimize errors and the time spent handling and processing mail. A copy of the RFP and PWS with attachments can be obtained from FedBizOpps following this listing. Interested parties are strongly encouraged to download their own copy of the draft RFP. Industry comments will be fully considered in preparation for the final RFP. The USCG will not provide individual responses, and requests that no general telephone or email inquiries be made to the Contracting Officer or any USCG employee. Comments on the draft RFP, PWS and attachments shall be submitted no later than February 23, 2004, 11:00 a.m. (EST). All responses must be submitted electronically to Ms. Faye Jones, fjones@comdt.uscg.mil. This request for comment is not a commercial solicitation and the Government will not pay for any information submitted or for any costs associated with providing this information.
