Description
Description The United States Department of Commerce intends to obtain a contractor to provide support in the operation, maintenance, enhancement and testing of the Department-wide Core Financial and Other Business Systems (CFOBS) Support Center. This contract will provide support to the CFOBS Support Center in the following areas: 1) Design and Programming Support, 2) Regression Testing and Functional Issue Resolution, 3) Disaster Recovery, 4) Data Conversion, 5) Accounting Support, 6) System and User Documentation, 7) Training, 8) Data Warehouse Technical Support, 9) Oracle Portal (9iAs), and 10) Business Case Studies, Cost Benefit Analyses, Exhibit 300 Preparation, and Earned Value Analyses. The CFOBS software must continue to be compliant with Joint Financial Management Improvement Program requirements as existing software is modified, enhanced and upgraded. The Government intends to award a Performance-Based Service Contract employing performance measures and incentives for one base year plus 4 one-year options. The Government reserves the right to exercise the options. The award date for this contract is expected to be on July 30, 2004. An Indefinite Delivery/Indefinite Quantity contract, with firm fixed-price or cost-plus Task Orders, for all ad hoc work with a fixed-price element for core work will be awarded. Core work is defined as routine, repetitive, predictable maintenance and operations support and ?ad hoc? work is defined as non-routine, one-time, and/or unpredictable tasks. The source selection process will include 2 phases. The first phase will evaluate technical assessment questions, past performance information, limited cost data, and for large businesses documented evidence to support the reasonableness of the projected small business subcontracting goals. At the conclusion of Phase I the Contracting Officer will establish a Competitive Range, in accordance with FAR 15.306(c), and those firms included will be offered an opportunity to conduct due diligence at the CFOBS Support Center as well as the applicable Bureaus. The second phase will evaluate complete technical and cost proposals. During Phase II the source selection process will include, at the discretion of the Contracting Officer the establishment of a second Competitive Range, Oral Presentations and a Question and Answer session. DoC will include the Small Business Cascading Preference Process in the Request for Proposal which will notify large businesses that, if a sufficient number of eligible small businesses submit offers, large businesses may not be considered for award. The Government will reserve the right to make either a full set-aside award or a partial set-aside award depending on the responses from small businesses. The NAICS Code applicable to this requirement is 541511, ?Custom Computer Programming Services? with a size standard of $21,000,000. The solicitation, notice and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (FedBizOpps) site at www.fedbizopps.gov. No paper copies will be issued. No telephone, facsimile, or written requests will be accepted. When the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.
