RESPONSES ARE SOUGHT FROM SEDB 8(A)CERTIFIED CONCERNS AND SMALL BUSINESS CONCERNS ONLY "TEAMING IS PERMITTED, HOWEVER, SEDB(8(a) CERTIFIED) AND OTHER SMALL BUSINESSES MUST BE CAPABLE OF PERFORMING AT LEAST 51% OF THE WORK." The Federal Aviation Administration (FAA) is conducting a Market Survey to identify 8(a)certified and other small business possessing the expertise, capabilities and experience necessary to meet the agency requirement for Research, Engineering, Analysis, and Policy Support (REAPS) for the offices of Architecture and System Engineering (ASD), Environment and Energy (AEE) and Airports Community and Environmental Needs Division (APP). This survey is not a Request for Proposals and no contract will be awarded from this announcement. Responses to this survey are voluntary and at the responders expense; no costs associated with responding to this survey will be reimbursed. NAICS Codes and Small Business Size Standards for the purpose of this market survey are 541330 (Systems Engineering Services) and 541513 (Computer Related Services). To be considered qualified to perform this effort, Socially and Economically Disadvantaged Businesses(SEDB) that are 8(a) certified and other small businesses must clearly demonstrate experience and capability in accordance with the attached Labor Categories and Statement of Work. SEDB(8(a) certified) and other small businesses possessing the capability to perform the effort described are invited to submit a summary of those capabilities. The summary should include evidence of the expertise, experience, knowledge, skills and abilities in each area. Responses to this market survey must include the attached Business Declaration Form and a copy of the firm's 8*a( certification letter. Only written responses of not more than 20 pages will be accepted; pamphlets and brochures are NOT desired. At this time, the nature of the competition has not been determined. In accordance with paragraph 5.3.4 of the Acquisition Management System, this market survey is being conducted in order to obtain the information necessary to aid the FAA in its determination as to whether adequate competition exists to set aside the competition among eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program, small businesses (SEDB 8(a) certified and other small businesses) or whether it is more appropriate to conduct this procurement as a full and open competition. A vendor's failure to respond to this market survey does not necessitate that vendor's exclusion from the competition. However, the failure of adequate and appropriate SEDB 8(a) certified and/or small business particiation in this market survey will result in a full and open competition. All responses must be received not later than close of Business (5:00 P.M. EDT) on February 26, 2004.
