Description
The Air Armament Center (AAC) Sensor Fuzed Weapon (SFW) Integrated Product Team (IPT) under the Area Attack Program Office, AAC/YH, is contemplating a sole source award to Textron Systems Corp., 201 Lowell Street, Wilmington MA 01887. It is anticipated that only one source, Textron Systems Corp., Wilmington MA, developer of the SFW, can satisfy the Government?s minimum needs for this unique weapon system. It is the government intent to award a Long Term Pricing Agreement (LTPA) to cover a five-year time period starting in FY 06 through FY 10. This production effort will be done under a follow on to competition with Firm Fixed Price (FFP) for specified quantities, to include data, thru the next five years of production. The SFW CBU-105B/B (NSN 1325-01-458-4828) is a 1,000-pound class, unpowered, unguided, gravity-drop wide area munition. The SFW consists of a SUU-66/B tactical munitions dispenser, which houses 10 BLU-108B/B submunitions. Each submunition contains four projectiles, an orientation and stabilization system, a radar altimeter, and a rocket motor. Each projectile contains an explosively formed penetrator warhead and a two-color infrared sensor. The SFW is stored and transported as an all-up round in the CNU-411A/E container. It is intended that award be made for options of the eleventh Full Rate Production (FRP) annual buy through the fifteenth FRP annual buy for the procurement of full-up CBUs and data. This effort requires contractor personnel be cleared for access to SECRET NOFORN. In accordance with DODD 5230.25, potential contractors must be certified and registered for STINFO export control by the Defense Logistic Service Center (DLSC), Battle Creek MI 49016-3412, telephone number 800-352-3572, to receive any resultant Request for Proposal (RFP). This certification is above and beyond the requirements for a security clearance and may be obtained by submitting a DD Form 2345 to SLSC. It is not the Government?s intention to pay for information solicited. No collect calls, or telephone requests for the solicitation will be accepted. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii).
