- Yellowstone National Park has a requirement for a New Canyon Visitor Education Center. The project involves the construction of a complete new 26,000 SF visitor education center. The existing visitor center will be demolished except for the auditorium and foundations, which will be incorporated into the new building. The price range for this project is $5,000,000 to $10,000,000. In determining the Best Value the contractor's technical capability is significantly more important than price. The combination of the following evaluation factors, which are listed in descending order of importance, will be used to determine the contractor's level of technical capability: 1. Demonstrated capability of the Offeror as indicated by qualifications, past performance and experience, and planning relative to the construction of institutional buildings of 20,000 square feet in size or greater. This capability must be demonstrated by at least a five-year over all performance history and completion within the last two years of at least two successful projects of this building type, size, and unique complexity. 2. Demonstrated capability of the key personnel to be assigned to the project as indicated by qualifications, past performance and experience, and planning relative to the construction of institutional buildings of 20,000 square feet in size or greater. Key personnel include the Project Manager, Superintendent, Safety Officer, or any other individuals who's participation the Offeror has deemed necessary for the overall success of the project. This capability must be demonstrated by including at least a ten-year over all performance history for each key person indicating successful participation in projects of this type. 3. Generalized work plan that demonstrates his ability to complete the work on time, diligently, and safely. The contractor shall also demonstrate the level of experience obtained by completing similar construction projects with unique and important considerations necessary for working at Canyon Village in Yellowstone National Park, including but not limited to: a) working in remote locations with short construction seasons limited by extreme winter weather, including plans for end of season demobilization, protection of the work in place, re-mobilizing in the spring (snow removal and such), b) protection of the public, natural and cultural resources and adjacent facilities and business operations, c) operating a contractor camp. The proposal must indicate experience with setting up and operating a camp in a remote location that has other on-going operations nearby, and describes aspects of the camp such as sleeping facilities, dining facilities, number of occupants, utility requirements, and the like. 4. Demonstrated experience with the more unique aspects, materials and systems specific to this project, including but not limited to: a) building demolition in a high public use area b) complex glu-lam framing systems c) cut natural stone masonry laid in similar details shown on the drawings. d) complex building automation and alarm systems relative to fire protection, HVAC and electrical equipment control, monitoring, and interface with a variety of manufacturers products and other owner's systems. e) installation exposed mechanical and electrical systems, including pipes, ducts, and conduits, in a coordinated manner with other architectural and structural building features such that theses systems contribute to the overall aesthetic of the building. The solicitation document will be available both electronically and in hard copy on or about February 27, 2004. The plans and specifications will not be posted electronically but will be provided on a CD ROM disc. Requests for the solicitation must be in writing.
