- This action previously posted on 22 December 2003 is hereby modified as follows: The Department of Homeland Security/U.S. Coast Guard seeks to award one contract for the procurement of overhaul services for HC130 Traffic Collision and Avoidance System (TCAS II Components) for a one-year base period and four (4) one-year option periods, not to exceed a total of five years. This procurement is sole source to Honeywell Int’l, Aero Electronics, One Technology Center, 23500 West 105th Street, Olathe, KS 66061. Honeywell Company is the only vendor capable of replacing the existing VSI, P/N: IVA81A with the new VSI, P/N: 1VA81D. The technical data required to manufacture this item is proprietary to Honeywell International. The TCAS II System shall be awarded in its entirety and will not be split for multiple awards. The following are the estimated annual requirements: NSN 5821-01-451-0760, P/N 066-50000-0108, TCAS Computer, Base Year 12 each, Option Year One 25 each, Option Years Two, Three and Four 30 each; NSN 6610-01-451-1217, P/N 066-50001-0904, Vertical Speed Indicator (VSI), Base Year 12 each, Option Years One, Two, Three and Four 15 each; NSN: 1680-01-451-0835, P/N 071-01480-0036, Control Mode S, Base Year 4 each, Option Years One, Two, Three and Four 4 each; NSN 6610-01-HS1-4377, P/N 066-01171-0904, VSI, TCAS, Base Year 3 each, Option Years One and Two 3 each, Option Year Three 5 each and Option Year Four 10 each; NSN 6610-01-HS1-4377, P/N 066-01171-0904, Exchange of a obsolete IVA81A for a new IVA81D, Base Year 25 each, Option Years One, Two and Three 25 each, Option Year Four 20 each. The Coast Guard does not own, nor can it provide drawings or specifications for these items. This requirement will be satisfied using commercial acquisition procedures specified in FAR Part 12. Exceptions to this determination must submit written responses not later than 1600 on 22 January 2004 and should include Prices and Technical Data Sufficient to determine Capability.
