- Description
- The Health Resources and Services Administration (HRSA) anticipates a requirement for a Data Coordination and Technical Assistance Center for the Ryan White CARE Act Data Reporting Systems. The HIV/AIDS Bureau (HAB) of HRSA is responsible for leadership in the nation?s effort to serve HIV positive persons who qualify for services funded under the CARE Act. HAB is required by the Government Performance and Results Act of 1993 (GPRA) to develop and monitor performance measures so that it can demonstrate accountability for all of its programs. HAB must ensure that it's varying programs support and are integrated with HRSA strategies, performance measurement systems, and long-term programmatic plans. Under the GPRA, HAB is responsible for monitoring program performance across all of its budgetary lines. The NAICS Code is 541618. The contractor shall consolidate data collection for GPRA reporting and related activities for HAB?s programs under one umbrella. The data collected will enable HAB to report to the Secretary of DHHS and to HRSA?s constituencies aggregate data client counts and services provided from grantees of all CARE Act Title programs, client level data from its demonstration sites, oral health data from its oral health reimbursement and competitive grant programs, data on the health professionals trained by HRSA?s AIDS Education and Training programs nationwide, and an evaluation of the technical assistance provided to grantees based on the work of HAB?s Division of Training and Technical Assistance. The contractor must personnel with education/experience in sociology and public health who may conduct appropriate training as well as the ability to design and pilot test survey research data collection instruments in accordance with appropriate questionnaire construction and delivery methodologies. Familiarity with the work and research findings of Don Dillman of Washington State University is necessary. The contractor must have knowledge of the Ryan White CARE Act programs funded by the HIV/AIDS Bureau at HRSA and be able to deliver program-related data collection technical assistance to all CARE Act grantees, HAB's oral health programs, and the AIDS Education and Training Centers throughout the year via telephone, email, face-to-face trainings, and by designing and maintaining an up-to-date technical assistance web site for all HAB data reporting programs. The contractor must demonstrate the ability to take the lead on and write OMB packages for all HAB data collection and reporting instruments and satisfy all requirements of securing OMB approval. The contractor must demonstrate the ability to prepare data collection instruments for the purpose of evaluating HAB's grantee training programs, and to conduct the actual evaluations and report writing.
