Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional included in this notice. This announcement constitutes the only solicitation; request for quotes are being requested and a written solicitation will not be issued. Solicitation number is 247-0229-04 and is issued as a request for quotation (RFQ). Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19. This procurement is unrestricted. The NAICS code is 454319 and the size standard is $6.0 million. The contractor shall provide 28000 gallons of fuel oil, grade 2D, less than .5% sulfur, off road, to Department of Veterans Affairs Medical Center, 1 Freedom Way, Augusta, Georgia. Delivery shall be made by February 27, 2004. The offeror shall provide a certificate of sulfur content of the fuel oil. This will be a firm fixed price contract. FOB is destination. The invoice shall be submitted to VA FSC, PO Box 149971, Austin, TX 78714. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The clauses at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. The following FAR clauses cited in FAR 212-5 are applicable this acquisition: 52.222-19, Child Labor_Corporation with Authorities and Remedies; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.225-13, Restrictions on Certain Foreign Purchases; and 52.232-34, Payment by Electronic Funds Transfer_Other than Central Contractor Registration. Offerors must include a completed copy of the provision at 52.212-2, Offeror Representations and Certifications_Commercial Item, with its offer.
