- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number FA7012-04-T-0048 is issued as a request for quote (RFQ) and is 100% set aside for Small Business. Award will be made on an all or none basis. The resulting contract will be Firm Fixed Price. Period of Perfromance will be 1 March 2004 ? 30 September 2004. Award date is expected to be not later than 29 February 2004. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-19. The NAICS code assigned to this project is 323119 (formerly SIC code is 7334) and the size standard is 500 employees. The requirement is for the 11th Wing/Mission Support Group/ Services Division, Washington, DC. Inspection and acceptance shall be made at destination ?Bolling AFB, DC. LINE ITEM: 0001 Provide the printing of a monthly informational magazine to be known as ?Services Today., QTY: 1/LOT, UNIT PRICE: $_________, EXTENDED PRICE: $_________. Statement of Work 1. Services Today 1.1. This contract provides the printing of a monthly informational magazine to be known as ?Services Today.? ?Services Today? is published to inform Bolling AFB, 11th Wing Services organizations customers of upcoming events, operating hours, and phone numbers of 11th Services programs and events.1.2.The printer agrees to use the name ?Services Today,? which is owned by the Government, unless a change is directed by contract modification. The printer further agrees not to use a name similar to ?Services Today? on any other publication it may independently produce. 1.3. Printer Requirements. The printer shall provide all personnel, equipment, tools, materials, and transportation to:2. Print ?Services Today? to the following specifications: 2.1. Publication shall have a minimum of 16 pages to include one glossy, full color cover page, inside pages white glossy paper and full color process throughout magazine. Finished publication size 8.5 inches by 11 inches. 2.2. Print 20,000 copies of publication per month. 3. Deliver appropriate number of copies of the publication to the publisher of ?The Beam,? Bolling?s base newspaper for insertion into the weekly newspaper of Bolling AFB, no later than 3:00 PM EST, on the Friday before the last Friday of the end of the month. The ?appropriate number of copies? is the exact number of copies printed of ?The Beam? (currently 12,000). This total varies occasionally and the printer will be informed of changes from the publisher of ?The Beam? 30 days prior to deadline. The number of copies delivered to the publisher of ?The Beam? will not change the overall number of the copies of ?Services Today? that are printed. Only an amendment to the statement of work will be used to change the number of copies printed. Insertion into ?The Beam? must be accomplished on the last Friday of the month. If the last Friday of the month falls on a Federal holiday, the insertion must be accomplished prior to the established day. 4. Pages of the publication shall be sized 11 inches long by 8.5 inches wide. 4.1. All files will be .pdf to the Printer. Marketing Department presently uses Adobe products to create the magazine. Printer must have capability to accept Illustrator, PageMaker and Photoshop in a PC format. 4.2. Printer must have capability to provide color proofs for approval by the Marketing Department prior to print. 4.3. Printer will be responsible for strict quality control to include color tone and registration. 5. Printer shall be responsible for the labeling and mailing of approximately 7,000 copies of the publication to members the Bolling Air Force Base Clubs. First Class mail must to used to ensure Club members receive their magazines before the beginning of the month. Mail must be delivered to the homes of the members no later than the 1st day of the month of the publication. Printer must furnish 11th Services Marketing with a separate invoice for the postage. This invoice, by regulation, must be paid with non-appropriated funds (NAF). Timely delivery is very important. Late deliveries to addressees are grounds for termination of contract. After the third occurrence of a late delivery, the contract may be terminated for default. The number of copies that are sent through the postal system varies month to month with the number of Club Members. 11th Marketing Department will provide the Club membership mailing list monthly to the Printer. 6. The remainder (20,000 minus copies inserted into ?The Beam?, minus copies mailed to Club Members) of the copies of the publication must be delivered on or before the fourth Friday of the month prior to the publications date. 7. A. Services Division Requirements. The Services Division Shall: 7.1. Provide the printer with all graphics, photos, fonts and layout in digital information to be printed in the publication at a date to be determined each month between Printer and Marketing Department. Printer must be able to receive digital information from a PC platform. 7.2. Provide the Printer with mailing lists in Microsoft Excel format monthly. 7.3.The Government reserves the right to send a representative to the Printer?s plant to survey production. 7.4. The Government shall hold all rights of use to the printed and electronic version of ?Services Today.? The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government?s rights under the Inspection clause, nor does it limit the Government?s rights with regard to the other terms and conditions under this contract. In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverables listed in the schedule. FAR 52-212-1, Instructions to Offerors-Commercial is incorporated by reference and applies to this acquisition. Offerors shall provide back-up information supporting the price offered. This could take the form of the most recent catalog price, invoices from previous sales of same items, etc. PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items and 52.212-3, Offerors Representation and Certifications-Commercial Items are hereby incorporated. Addendum to FAR Clause 52.212-1 applies to this acquisition is as follow: 52.237-1, 52.252-1, 52.252-5: (b) DFARS (Chapter 2), 252.212-7000 and 252.225-7000. FAR CLAUSES: The clause at 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated. Addendum to FAR Clause 52.212-4 applies to this acquisition, specifically the following cited clauses: 52.209-6, 52.237-2, 52.237-3, 52.242-15, 52.252-2, 52.252-6: (b) DFARS (Chapter 2), 52.253-1, 252.204-7003, 252.204-7004, 252.219-7011, 252.212-7001 (DEV), 252.225-7001, 252.225-7002, 252.225-7009, 252.243-7001, 252-247-7023 and 5352.242-9000. FAR Clause 52.212-5 (DEV), Contract Terms and Conditions Required to Implement Status of Executive Orders-Commercial Items apply to this acquisition, specifically, the following cited clauses: 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222.36, 52.222-37, 52.222-41, and 52.222-42: The incorporated Wage Determination 1994-2103, dated June 03, 2003, revision 30 is applicable.
