- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The associated North America Industry Classification System (NAICS) Code is 423810 and the Business Size Standard is 500 employees. The request solicitation number is W91ZLK-04-T-0286. T he contractor shall provide: CLIN 0001 The contractor shall provide 45 TON (US) RATED ALL TERRAIN HYDRAULIC CRANE with the following specification: Superstructure must have the following capabilities to perform its mission requirements: Boom: 31.5 - 141 ft , 6-section, sequenced synchronized full power boom with twin locking pinning system. Dual mounted flood lights for limited visibility operations with a 45 Ton quick 4 sheeve hook block, 15 Ton 1 sheeve, 5 Ton swivel ball and 16mm non rotation rope on both hoist. Spare spool of 16mm non-rotating wire. 1, 500# capacity direct fixed attached man platform and 1, 750 capacity direct fixed attached man platform. Boom Extension: 28.5 ft ?????? 49.2 ft bi-fold lattice swing-away extension manually offset to 0, 25,or 40 degrees. Boom Elevation: One double acting hydraulic cylinder (-2.7 to 82.8 degree) with safety holding valve. Boom Nose: Quick reeving type boom nose with 5 nylatron sheeves mounted on heavy duty tapered roller bearings with removable pin-type rope guards. Load Movement and Anti-Two Block System: Audio-visual (light/buzzer) graphic display warning systems with control lever lockout which allows the operator to pre-select and define his work area and also provides a display of boom angle, leng th, radius, tip height, relative load movement, maximum permissible load, load indication and warning of impeding two-block condition. Operator??????s Cab: Hydraulically tiltable. Must be all aluminum with acoustical lining and tinted glass. The hydrau lic suspension seat must have armrest integrated crane controls (full electronic control of all crane movements with auto reset to zero and integrated with LMI and engine management), gauges for all engine functions, windshield and sliding skylight with el ectric wipers, engine independent diesel heater, air conditioning, circulating air fan, fire extinguisher, seat beat dual cab mounted work lights, wind speed indicator, and AM/FM/CD radio. Swing: Axial piston fixed displacement motor and planetary gearbox . Holding and service brake Counterweight: Heavy lift counterweight, three sections 25,575 lbs. Power removed and installed controlled from operator??????s cab. Hydraulic System: 2 separate circuits, one axial piston variable displacement pump with ele ctronic limiting control and one gear pump for swings. Dual thermostatically controlled oil coolers. Hoist: Main and auxiliary hoist are powered by axial piston motor with planetary gear and brake. Thumb-thumper hoist drum rotation indicator to alert ope rator. The carrier must possess these capabilities: Chassis: Box type, torsion resistant frame from high strength steel.Cab: O Aluminum two-man left-hand drive with hydraulic suspension and 60 degree forward tilt for engine access. Fully adjustable driv er and passenger seats with hydraulic suspension and 3-point belt, with acoustical lining and tinted safety glass. Fully adjustable air ride seat. Complete driving controls and engine instrumentation including tilt telescoping steering wheel, tachometer, speedometer, volt meter, water temp, oil pressure, fuel level, air pressure gauge with A/V warning. Additionally, the cab requires a working range limiter, LMI data logger, air conditioning, hot water heater/defroster and AM/FM radio. Outrigger System: 4 hydraulic telescoping, single stage, double box beam outriggers with inverted jacks and integral holding valves. Quick release type 19.7 floats pads plus tw o spare aluminum pads. Outrigger Controls: Controls in lighted boxes mounted on both sides..Engine: Diesel powered with engine brake, engine block heater, cold start aid, and audio-visual engine distress system. Drive/Steering: 6X6X6 with electric driv e retarder. Transmission: 11 forward speeds/3 reverse speeds. Brakes: S-cam dual air spilt system operating on all wheels. Spring applied parking brake on rear wheels. Tires: 20.5R25 2 Spare tires and wheel The contractor shall provide the following o ptions for this crane: Carrier: strobe light on cab, engine independent diesel cab heater and engine preheater, 24 hour timer for heaters, work lights for each outrigger arm, rear towing hitch , aluminimum edging for carrier deck, O/R pad load indicator fo r upper cab control panel, O/R controls on both sides of cab, air conditioning, 6x6x6 drive steer, electric driveline retarder, 2 extra O/R pads, spare access ladder, stainless steel exhaust with spark arrester, spare spool of non-rating 16mm cable, Upper- wind speed indicator, 2 work lights top of boom, 45 ton 4 sheeve quick reeve block, 15 ton 1 sheeve quick reeve block, 5 ton swivel ball, hydraulic tiltable cab, 24 cab heater timer, air conditioning, radio M101C, 1 man direct fixed platform, 2 man direct fised platform. CLIN 0002 The contractor shall provide 45 TON (US) RATED TRUCK MOUNTED HYDRAULIC CRANE Superstructure must have the following capabilities to perform its mission requirements:Boom: 36-110 ft, 4-section, sequenced synchronized full power wi th integral holding valve on the telescopic cylinders. Three quick reeve nylatron sheaves in the main boom nose, single sheave removable auxiliary boom nose. Dual mounted flood lights for limited visibility operations with a 45Ton quick reeve hook block a nd ?????????? non rotation rope on both hoist. Spare spool of ?????????? non-rotating wire. 1, 500# capacity direct fixed attached man platform and 1, 750# capacity direct fixed attached man platform. 8.3 Ton headache ball withtopswivel and safety latch. Boom Extension: 33-56 ft folding lattice swing away wiith integral offset mechanism for 1.5, 25, and 45 degree.Boom Elevation: One double acting hydraulic cylinder (-3 to 78 degree) with integral holding valve. Boom Nose: Quick reeving type boom nose with 3 nylatron sheeves mounted on heavy duty tapered roller bearings with removable pin-type rope guards. Load Movement and Anti-Two Block System: Audio-visual (light/buzzer) graphic display warning systems with control lever lockout which allows the operator to pre-select and define his work area and also provides a display of boom angle, length, radius, tip height, relative load movement, maximum permissible load, load indication and warning of impeding two-block condition. Swing: 360 degree continuous rotation, planetary glide swing with foot actuated multi-disc brake; hand operated hydrau lic swing parking brake, pinion guard, and 360 degree mechanical lock. Counterweight: Heavy lift counterweight, three sections 16,000 lbs. Power removed and installed Hydraulic System: 4- gear pump system, hydraulic tank with external sight level indica tor, filter condition gauge, pressure check ports and oil cooler. Hoist: Planetary reduction with integral automatic brake, electronic hoist drum rotation indicator, and hoist drum cable follower. Grooved drum.The carrier must possess these capabilities: Chassis: Triple box section, four axle carrier fabricated from high strength, low alloy steel with towing and tie-down lugs, front tow cables, rear pintle hoo k, and flashing strobe lights for both cabs. Cab: One man design, all steel fabrication with acoustical lining and tinted safety glass. Fully adjustable air ride seat. Complete driving controls and engine instrumentation including tilt telescoping steer ing wheel, tachometer, speedometer, volt meter, water temp, oil pressure, fuel level, air pressure gauge with A/V warning. Additionally, the cab requires an air horn, LMI data logger, air conditioning, hot water heater/defroster and AM/FM radio. Outrigge r System: 4 hydraulic telescoping, single stage, double box beam outriggers with inverted jacks and integral holding valves. Quick release type 24?????? aluminum floats pads plus two spare aluminum pads. Three position settings 0%, 50%,100%. Outrigger C ontrols: Controls in lighted boxes mounted on both sides of box. Drive/Steering: 8X4X4 with inter-axle differential lock on rear axle .Transmission: 11 forward speeds/3 reverse speeds. Brakes: S-cam dual air spilt system operating on all wheels. Spring applied parking brake on rear wheels. Tires: Front 445.65r2.22.5 Goodyear G 286 mounted aluminum disc wheels. Rear ?????? 315/80r 22.5 Bridgestone lug type mounted on aluminum wheels. Spare front and rear tire and wheel. This contractor must provide the following option for this crane: flashing light package, dual boom base flood lights, air conditioning upper and loer, 45 ton quick re eve hookblock ball hook with swivel, ???? inch non- rotation cable on main hoist, rear pintle hook, cross axle differential lock, air horn, lower outrigger controls, aluminimum float pads, 2 extra float pads, front tow cable, lug rear type tires, heavylif t counterweight package, lmi light bar in cab, spare front tire mounted, spare rear tire mounted, diesel heater upper cab, am/fm radio upper cab, spare spool of non-rotating ???? inch cable, 1 man direct fixed platform, 2 main direct fixed platform. The c ontractor must provide a TRADE IN ALLOWANCE for two (2) GROVE RT875CC Rough Terrain Cranes. The contractor must provide setup, assembled as necessary and 2 days training to personnel in operation and maintenance. Acceptance shall be at Destination. Shi pping shall be FOB Destination. Delivery shall be to the U.S. Army, Aberdeen Proving Ground, MD 21005. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The government will award a contract to the offeror who se offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, and DFARS 252.212-7000, Offeror Representation and Certification with its offer. The clause 52.212-2 Evaluation- Commerical Item applies to this acquisition. The specific evaluation criteria to be included are as follows: Technical, Past Performance and Price. Technical and past performance, when combined are significantly more important than cost or price.
