- This modification removes the question marks (?) from the original posting of the Request for Information (RFI). The RFI is hereby restated. This Request For Information (RFI) solicits commercial industry input to support an update of the existing guidance contained in the Contractor Support in the Theater of Operations Deskbook Supplement, dated 28 March 2001. This RFI does not constitute a Request For Proposal and the Government does not intend to make a contract award in conjunction with this RF I. The current Deskbook Supplement is located at: http://akss.dau.mil/servlet/ActionController?screen=Policies&Process=3. Any industry comments received to this effort will be considered for potential inclusion in the updated Deskbook Supplement. The U.S. has a long history of using contractors on the battlefield and our use is increasing as we continue to reduce DoD uniform ed & civilian force structure. The legal basis for using contractors lies in Title 10 Section 129a, which authorizes the Secretary of Defense to use civilian contracting if it is beneficial to the government and consistent with military requirements. The Contractor Support in the Theater of Operations Deskbook Supplement was first promulgated on 28 March 2001. The purpose of this document is to provide references and offer suggestions on generic contract terms and conditions that may be applicable for in clusion in contracts written to support contingency operations. Update of this guidance is deemed beneficial to capture industry input on this subject, which may include lessons identified from recent operations. The format for submissions is left to the submitters discretion. However, specific phrases, language, terms or conditions are desired to minimize the potential for misinterpretation. General comments to this update effort may also influence overarching DoD policy. However, it is not the intent ion of this RFI to respond to industry inquiries on existing policy. Email is the preferred means of receipt. Submissions in response to this RFI are expected to be unclassified.
