- The U.S. Army ARDEC-RDEC, Picatinny Arsenal, New Jesey is conducting a Market Survey to identify companies with the capabilities and facilities to provide a NDI, or near NDI Helicopter Gunfire Detection System (H-GDS) for testing in conjunction with/by the United States Special Operations Command. Responses are requested of those suppliers who can provide a H-GDS System meeting the following criteria: 1) System must be of mature and robust design, 2)System must have available performance data from actual physical system-level testing, 3) Required ability to detect and potentially locate incoming gunfire from small and medium caliber weapons, 4) Operational environments include hovering to cruise at low to medium altitudes at low, ambient and high temperatures, 5) Ability to operate in a stand-alone manner (system must include its own display) with power requirements compatible with onboard power supply(s), 6) Able to communicate threat information in real-time via standard digital computer interfaces, 7) Compact Size, Weight and Low Power Consumption, 8) Shall not require additional manpower/crew to operate. Test data from physical testing of the H-GDS against threat small and medium caliber gunfire will be required to be submitted as part of the response to this survey in order to provide the Government a means to determine the level of maturity of the system proposed and its performance capability. Vendors must have adequate fabrication and test facilities to warrant pre-production testing and limited procurement of H-GDS. Any interested sources are requested to provide a Capability Statement with respect to the requirements listed above, and include your company name, complete address, telephone number and a technical point of contact. The Capability Statement shall also include a description of the following: a) demonstrated design, rapid prototyping and fabrication capabilities of H-GDS elements at both the system level and component level, b) DoD previous experience, c)demonstrated ability to inspect and test H-GDS at the system and component level and related devices is required, d) in-depth understanding of DoD technical requirements, and e) successful track record of contract performance in satisfying these requirements. This is not a Request for Proposal. There is no solicitation available at this time. The purpose of this notice is to seek sources with existing capabilities as described above to meet the above requirements. Materials should be sent in MS Office format of less than 20 pages. It is requested this information be submitted via email. All information collected from this Market Survey shall be used for PLANNING PURPOSES ONLY. This Market Survey does not constitute an obligation on part of the Government. The Government will not award a contract on the basis of this survey and will not pay for any information collected. It is requested that all Proprietary Data/ Information submitted be identified in your response. The Government retains the right not to compete this requirement based on responses to this notice.
