- This program incorporates a multi-phase strategy for procuring the 5, 10, 15, 30 and 60 kW generator sets, power units and power plants, switch boxes, winterization kit design and assembly, engineering and logistics developmental efforts, testing, te chnical support, logistics documentation and training. The phases in order are: Phase I, System Development and Demonstration (SDD) (13 months), Technical and Logistics work efforts to include delivery and contractor testing of up to 10 prototypes models ; Phase II, SDD (30 months), Technical and Logistics work efforts to include delivery and testing of 130 Pre-Production generator sets and 6 switch boxes, Government and Contractor conducted Pre-Production Quality Test (PPQT), a Logistics Demonstration, an d a Government Conducted Operational test; and Phase III, Production (38 months), Technical and Logistics work effort for final technical publications, training, warranty, provisioning and Full Rate Production to include assembly, test, painting and packag ing. Phases I and II will be Cost Plus Fixed Fee (CPFF), and Phase III will be Firm Fixed Price (FFP). The estimated quantity of AMMPS systems to be purchased during Phase III is 7,500. In the solicitation, offerors will be required to submit Technical, Logistical, Performance Risk, Small Business and Small Disadvantages Business Participation Plan and Cost/Price Proposals. Based upon the evaluation of these proposals, one or more contractor(s) will be selected on a best value basis and awarded an Indef inite Delivery Indefinite Quantity (IDIQ) contract to enter Phase I EDD. Phase I will be the guaranteed minimum of this contract. In the case of a multiple contract award in Phase I, a Government down select process will then be conducted to choose the b est value contractor to continue into Phase II and subsequently into Phase III. Specific details regarding proposal submission and evaluation criteria will be contained in the Request for Proposals (RFP). Only offerors possessing SECRET Clearances may re ceive classified portions of the RFP, submit proposals, or become eligible for contract award. The U.S. Army Communications Electronics Command (CECOM) has established an Interactive Business Opportunities Page (IBOP) website to allow electronic transmitt al of Requests for Proposals (RFPs) and Invitation for Bids (IFBs) from CECOM to Industry and proposals from industry to CECOM.
