- US Film and Video Productions (USF) is a fee for service, full broadcast quality production studio under the Minerals Management Service, Department of the Interior. USF intends to acquire a performance based service contract for audiovisual services for 5 years (base year and four one-year options). The USF facility is located on the Denver Federal Center, Lakewood, Colorado. USF has been providing film, video, and new media materials to federal agencies for 10 years. Currently there are four government personnel managing and overseeing the government owned/contractor operated (GOCO) facility with three contractor employees on site; a producer/director, an editor, and an audio technician. This GOCO facility provides expert advice, oversight, coordination, quality control, and production management to federal agency clients while producing output such as documentaries, training, PSAs, satellite conferences, interactive kiosks and video walls for visitor centers, living histories, legislative updates, event announcements, media relations, marketing services, CD-ROM and DVD development, brochure/booklet design and production, website development, and outreach programs. The successful offeror will be required to place a producer/director onsite who will serve as the main liaison between the contractor and the government and will attend various meetings with government and clients. Offerors are encouraged to propose alternative scenarios to the existing staffing arrangement. The USF facility is available for contractor use and has a variety of video production equipment as well as a fully functional studio with a video editing suite, an audio/sweetening suite, a production studio with full lighting grid, cyc curtain, producers viewing station and office space and computers for on-site personnel. USF uses an AVID Adrenalin video editing system and a digital audio editing system (Digidesign Pro Tools). The successful offeror will utilize the USF facilities and equipment as needed for individual projects but must also have the capacity to produce the types and ranges of programs stated above with their own resources. Most shooting will occur in the United States, but could also take place overseas. Frequent travel by onsite personnel, particularly the Producer/Director, is required. HOW TO RESPOND: If you are interested in competing for this requirement/contract, you must demonstrate that you are qualified to perform the work by providing a CAPABILITIES STATEMENT to the Contracting Officer NLT 2:00 PM Mountain Daylight Time on March 3, 2004. Submit an original and four copies of the statement that is no more than 50 pages long and describe Past Performance, Proposed Staffing and Personnel Qualifications, and Offeror's Facilities. In the PAST PERFORMANCE section, describe five projects completed in the last three years, including the scope, length, cost of project, and summary of the projects as well as the client names, telephone and fax numbers, and e-mail addresses. Describe how/if the projects were completed on time, within budget, and within specifications. Include a sample reel of projects (30 minutes max) on VHS. Sample reels will not be returned. In the PERSONNEL QUALIFICATIONS segment, include resumes for each employee proposed for USF. The OFFEROR'S FACILITY segment should consist of a description of the kinds of equipment, facilities and resources available to support the USF projects. Brochures can be submitted but will be included in the 50-page restriction. The Government's evaluation of the Capabilities Statement will be based on the following: 1. Past Performance--the offeror's qualifications to operate the GOCO in a responsive, economical and efficient manner and the degree of past success established by the offeror's references. 2. Personnel Qualifications--the quality of the experience, training, and education of each proposed employee to ensure that professional broadcast- quality video productions will be made at USF; the existence of communications skills, marketing skills, leadership, and the ability (especially for the Producer/Director) to adjust to diverse client profiles. 3. Offeror's Facilities--ability of offeror to supply production and post production capabilities of multiple productions to USF simultaneously. Upon completion of Capability Statement evaluations, the Government will advise each respondent that he will, or will not, be invited to participate in any resultant acquisition. All respondents are hereby informed that, notwithstanding advice provided by the Government in response to their submissions, any respondent, at his request, may participate in the Request for Proposal (RFP). Responses to the RFP will consist of oral technical presentations, including samples of productions, and written technical and price proposals. The release of the RFP and any contract award made pursuant to this solicitation is subject to receipt of the required administrative approvals. See Numbered Notes 1 and 26.
