Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), intends to award a sole-source firm-fixed price contract for a base year and four one year options to Honeywell, Defense Avionics Systems, 9201 San Mateo Blvd., Albuquerque, NM for the full rate production and support of the Advanced Multi Purpose Display (AMPD) system, as well as an IDIQ-type contract for engineering, logistics, and program management support to cover emergent requirements under the displays production contract. The AMPD production contract will include both 5X5 and 8X10 configurations to be forward fit into the F/A-18E/F/G aircraft, and shall comply with the approved Advanced Mission Computer and Displays (AMC&D) Performance Specification and AMPD Interface Control Document. The production support element of this procurement will include, but is not limited to, engineering investigations, engineering change proposals, integration and testing, spare and repair parts, engineering technical support, and integrated logistics support. Estimated first year procurement quantities are 138 5x5AMPDs (plus 22 spares) and 27 8x10 AMPDs (plus 5 spares) with an additional 538 5x5AMPDs (plus 85 spares) and 144 8x10 AMPDs (plus 25 spares) planned for procurement over the remaining four years. Deliveries will be required within 13 months of contract award or option exercise. The IDIQ contract will support production related issues as well as modification of the existing displays for other aircraft customers. Currently, several additional platforms are considering variants of the AMPD. The IDIQ contract will consist of both Time and Materials and Firm Fixed Price task/delivery orders to support the following types of AMPD related services that may be required: (1) Concept exploration, design, and feasibility studies in support of new applications for the AMPD; (2) Hardware design, development, integration, documentation, and pre-production fabrication; (3) Reliability, maintainability, and logistics engineering; (4) Program management, systems integration, and oversight; (5) Logistics and repair support, and obsolescence management; and (6) General scientific and engineering investigations/studies. The estimated yearly labor effort for the IDIQ services is 27,500 man-hours. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Honeywell is the designer, developer, and sole manufacturer of the AMPD and as such is the only firm with the requisite knowledge, experience, and technical data to successfully deliver the AMPD systems to meet the requirements of the F/A-18E/F/G production aircraft delivery schedule. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information that shall be considered by the Naval Air Systems Command.
