- This is a Combined Synopsis/Request for Quotation for Commercial Services/Supplies prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this Notice. This announcement constitutes the only Request For Quotations and incorporates Provisions and Clauses IAW the FAR/DFAR. This is a competitive procurement. Award will be based on lowest bidder meeting all specifications. OFFICIALS FOR SOCCER, REGULAR AND TOURNAMENT, AND SOFTBALL REGULAR AND TOURNAMENT AT NWS YORKTOWN: ITEM 0001 SOCCER REGULAR: INCLUDES FALL ; PROVIDE ONE REFEREE AND 2 LINESMEN TO OFFICIATE EACH GAME FOR THE PERIOD 1 APR 04 THRU 31 OCT 04 (80 GAMES EACH.) ITEM 0002 SOCCER TOURNAMENT: INCLUDES FALL (SAME AS ITEM 0001) 20 GAMES EACH. GAMES ARE TO BE HELD AT YORKTOWN SOCCER FIELD MONDAY THRU THURSDAY, GAME TIMES 1730, 1830 AND 1930. PERIOD OF PERFORMANCE 1 APR 04 THRU 31 OCT 04 ITEM 0003 SOFTBALL REGULAR: PROVIDE 2 OFFICIALS AND 1 SCOREKEEPER TO OFFICIATE EACH GAME . POP 1 MAY 04 THRU 31 JUL 04. ITEM 0004 SOFTNALL TOURNAMENT; GAMES ARE TO BE HELD AT YORKTOWN AND CHEATHAM SOFTBALL FIELDS MONDAY THRU THURSDAY. GAME TIMES 1730, 1830, AND 1930. POP 1 MAY 04 THRU 31 JUL 04. OFFICIALS FOR SOCCER AND BASEBALL: ITEM 0005 YOUTH SOCCER REGULAR: INCLUDES FALL; PROVIDE ONE REFEREE AND 2 LINESMEN TO OFFICIATE EACH GAME. (24 GAMES EACH ) POP 1 MAR 04 THRU 31OCT 04. GAMES ARE TO BE HELD AT YORKTOWN SOCCER FIELD, MONDAY THRU THURSDAY @ 1730 AND 0900 SATURDAYS ITEM 0006 YOUTH BASEBALL MINOR PROVIDE 2 OFFICIALS TO OFFICIATE EACH GAME. GAMES ARE TO BE HELD AT YORKTOWN SOFTBALL FIELDS SATURDAY 0900. PERIOD OF PERFORMANCE 01 APR 04 THRU 31 OCT 04. OFFICIALS FOR INTRAMURAL FLAG FOOTBALL AT NWS YORKTOWN: ITEM 0007 PROVIDE 4 OFICIALS AND 1 TIMEKEEPER FOR EACH GAME (150 EACH). PERIOD OF PERFORMANCE 1 MAY 04 THRU 31 OCT 04. OFFICIALS SHALL PERFORM IN ACCORDANCE WITH THE FOLLOWING STATEMENT OF WORK: THE CONTRACTOR SHALL PROVIDE SPORTS OFFICIALS TO OFFICIATE SOCCER, SOFTBALL AND BASEBALL GAMES FOR YORKTOWN AND CHEATHAM ANNEX DESCRIBED IN THE INDIVIDUAL LINE ITEMS. THE GOVERNMENT RESERVES THE RIGHT TO SCHEDULE GAMES AT ANY TIME, AT ANY POINT DURING THE YEAR AT ANY FIELD IN THE TIDEWATER AREA. GAME CANCELLATION: FOR GAMES SCHEDULED AT 11:00AM OR EARLIER-IN THE EVENT THAT CANCELLATION OF A GAME IS NECESSARY, THE GOVERNMENT WILL NOTIFY THE CONTRACTOR AT A MINIMUM OF 2 HOURS ON THE DAY OF THE GAME IN ORDER NOT TO BE CHARGED FOR THAT GAME. FOR GAMES SCHEDULED AFTER 6:00PM; IN THE EVENT THAT CANCELLATION OF A GAME IS NECESSARY, THE GOVERNMENT WILL NOTIFY THE CONTRACTOR AT A MINUMUM OF 4 HOURS IN ORDER NOT TO BE CHARGED FOR THAT GAME. IF THE GOVERNMENT NOTIFIES THE CONTRACTOR OF A GAME CANCELLATION IN ACCORDANCE WITH THE TIMES SPECIFIED ABOVE, THE GOVERNMENT SHOULD NOT BE CHARGED FOR THE CANCELLED GAME(S). IF THE GOVERNMENT FAILS TO NOTIFY THE CONTRACTOR OF A GAME CANCELLATION BY THE TIMES SPECIFIED ABOVE THE CONTRACTOR WILL BE PAID IN FULL FOR THE CANCELLED GAME(S). WEATHER IS NOT A CONDITION THAT GUARANTEES GAME CANCELLATION. RESPONSIBILITIES OF THE GOVERNMENT THE GOVERNMENT WILL PROVIDE ALL EQUIPMENT NECESSARY FOR GAME PLAY. EXCEPT FOR YOUTH GAMES, THE GOVERNMENT WILL PROVIDE CONTRACTOR A WEEKLY COPY OF THE GAME SCHEDULE ON THE FRIDAY OF THE WEEK PRIOR TO GAME PLAY. THE YOUTH GAME SCHEDULE WILL BE PROVIDED TO THE CONTRACTOR ONE WEEK PRIOR TO THE START OF THE SEASON. THE GOVERNMENT IS NOT RESPONSIBLE FOR INJURIES TO CONTRACTOR EMPLOYEES. THE GOVERNMENT WILL MAINTAIN THE FIELD IN PLAYABLE CONDITION. RESPONSIBILITIES OF THE CONTRACTOR: THE CONTRACTOR SHALL PROVIDE OFFICIALS FOR ALL SCHEDULED AND RESCHEDULED GAMES. THE CONTRACTOR SHALL PROVIDE ALL EQUIPMENT NECESSARY TO OFFICIATE THE GAMES. THE CONTRACTOR SHALL MAINTAIN PERSONAL INJURY INSURANCE FOR THE OFFICIALS. ALL OFFICICALS SHALL BE CERTIFIED BY THE RESPONSIBLE LOCAL ASSOCIATION. GAMES SHALL BE OFFICIATED IN ACCORDANCE WITH THE MOST RECENT REVISION OF THE NATIONAL RULES WITH LOCAL MODIFICATION. THE OFFICIALS SHALL BE ON THE FIELD AT LEAST 15 MINUTES PRIOR TO THE START OF EACH GAME AND ANSWER ALL QUESTIONS PRIOR TO THE COIN TOSS. OFFICIALS SHALL SIGN THE OFFICIAL SCORECARD AT THE CONCLUSION OF EACH GAME. THE CONTRACTOR SHALL ALSO WORK WITH THE GOVERNMENT TO RESOLVE PROBLEMS AND COMPLAINTS REGARDING THE OFFICIALS. THE GOVERNMENT RESERVES THE RIGHT TO REQUIRE THAT AN OFFICIAL NOT BE ASSIGNED TO GAMES UNDER THIS CONTRACT DUE TO POOR PERFORMANCE. IT SHALL REMAIN THE RESPONSIBILITY OF THE CONTRACTOR TO PROVIDE OFFICICIALS THAT DO NOT HAVE COMPLAINTS REGISTERED AGAINST THEM. Closing Date of Quote is FEBRUARY 28, 2004 1200 HOURS (12:00PM) Eastern Standard Time. Facsimile Responses are preferred at 757-444-3081.
