Description
NASA/GRC has a requirement for eight(8) panels nominally 6 x 9 x 0.1" using 5 HS fabric (T300 and T300 commingled with SiC)provided by NASA/GRC. Four panels shall be densified with CVI SiC, and four with Si3N4. A pyrocarbon interphase shall be deposited prior to matrix infiltration. NASA/GRC intends to purchase the items from Hypertherm HTC Composites Inc. of Huntington Beach CA. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirement. The current effort would apply fabrication techniques developed with HyperTherm HTC under a prior contract to the processing of eight additional panels. Because the CVI deposition is proprietary for each fabricator as to deposition temperatures, vapor species, flow rates, deposition rates, etc., mechanical properties and durability of C/SiC materials vary by fabricator. GRC already has an extensive database in properties of these materials. Robust statistical comparison of these new materials with those already characterized requires that we use the same vendor and the same CVI infiltration parameters. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 27, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
