Description
Flap, Exhaust Nozzle, NSN2840-00-944-9066PL- ; P/N 111R674G02. Exhaust Nozzle Flap is an aerospace quality fabrication used as part of the J79 engine. Dimensions are approximately, 21.50 inches in diameter and 17.474 inches deep. Material consists of mainly Inconel 625. A Firm Fixed price contract is contemplated with certified cost and pricing. Approximate quantity is for 120 ea.; 1st Delivery of 120 ea. on /or about 31 December 2005. This item is critical to performance and safe engine operation. This requirement is competitive under 10 USC 2304 and 41 USC 253 as implemented by FAR 6.102(b). Only qualified sources may apply. The following sources have been approved for this acquisition: General Electric, CAGE 07482, Cincinnati, Ohio; MTU Aero Engines GMBH, Munich, Germany; and Israel Aircraft Industries Ltd Aircraft Mfg, Ben Gurion Air Port, Israel. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered, however only qualified sources will be considered for award. Qualification requirements: Sources must be qualified prior to being considered for award. The solicitation will contain instructions for obtaining further information on the requirement. The qualification requirements for this item were established prior to 19 Oct 1984 and the requirements of FAR 9.202(A) do not apply. The approximate issue date will be 20 February 2004. Written procedures will be used for this solicitation and posted on FedBizOps. 52.209-1 QUALIFICATION REQUIREMENTS (FEB 1995) (IAW FAR 9.206-2) (a) Definition: “Qualification Requirement”, as used in this clause, means a Government requirement for testing or other quality assurance demonstration that must be completed before award. (b) One or more qualification requirements apply to the supplies or services covered by this contract. For those supplies or services requiring qualification, whether the covered product or service is an end item, the product, manufacturer, or source must have demonstrated that it meets the standards prescribed for qualification before award of this contract. The product, manufacturer, or source must be qualified at the time of award whether or not the name of the product, manufacturer, or source is actually included on a qualified products list, qualified manufacturers list, or qualified bidders list. Offerors should contact the agency activity designated below to obtain all requirements that they or their products or services, or subcontractors or their products or services, must satisfy to become qualified and to arrange for an opportunity to demonstrate their abilities to meet the standards specified for qualification. This is necessary whether the Contractor or a subcontractor will ultimately provide the product or service in question. If, after award, the Contracting Officer discovers that an applicable qualification requirement was not in fact met at the time of award, the Contracting Officer may either terminate this contract for default or allow performance to continue if adequate consideration is offered and the action is determined to be otherwise in the Government’s best interests. (e) If an offeror, manufacturer, source, product, or service has met the qualification requirement but is not yet on a qualified products list, qualified manufacturers list, or qualified bidders list, the offeror must submit evidence of qualification prior to award of this contract. Unless determined to be in the Government’s interest, award of this contract shall not be delayed to permit an offeror to submit evidence of qualification. (f) Any change in location or ownership of the plant where a previously qualified product or service was manufactured or performed requires reevaluation of the qualification. Similarly, any change in location or ownership of a previously qualified manufacturer or source requires reevaluation of the qualification. The reevaluation must be accomplished before the date of award. First Article requirements are applicable to this action. These requirements will be waived if not more than 36 months have elapsed since completion of the contract. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with a limited number of responsible source(s) under the authority of FAR 6.301(d). Interested persons may identify their interest and capability to responded to the requirement or submits proposals. This notice of intent is a request for competitive proposals. However, the Government will consider all qualified proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis. NOTE: while price will be significant factor in the evaluation of offers, the final contact award decision may be based upon a combination of price and technical capability as detailed in the solicitation. NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposed development phase of this acquisition. The purpose of the ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested the Ombudsman will maintain strict confidentiality as to source of the concern. The ombudsman does not participate in the evaluation of proposals or in the source selection process.
