- Sources sought to conduct research, policy, program, and economic analysis, training and technical assistance to the Corps of Engineer Headquarters, District and Division offices. Support is rendered through Institute of Water Resources (IWR)âs various divisions at the Humphreyâs Engineer Center in Alexandria, VA, and the Hydrologic Engineer Center in Davis, CA. Major responsibilities of IWR include analysis of long term water resources trends and needs, strategic planning for the Corps Ci vil Works program, the development of methods and models to evaluate, formulation and management of water transportation and water resources plans and projects, and the conduct of policy and program analysis to improve the effectiveness and efficiency of t he civil works program. Vendors capable of providing these services should contact the government via electronic mail before 03 March 2004. Submissions may be directed to florence.e.ramsey@usace.army.mil. The response must include documentation stating that the vendor is capable of providing total services to support IWR in Economic Analysis for Flood Damage Reduction, Water Supply, Navigation, Risk Analysis, Recreation, and Coastal Protection projects; Ecosystem Restoration Analysis, National Studies fo r Water Resources Development; Regulatory Program Analysis; Decision Support Systems; Institutional Analysis; Financial Analysis of Water Projects; Incremental Cost Analysis for Environmental Projects; Management Information Warehousing and Integration; Hy drologic Planning and Engineering; Homeland Security; and Survey Research Methods including Questionnaire Design. This description is not intended to be all inclusive of the scope of this effort, but rather to provide insight into potential variety that c ould be involved in this contracting effort.
