- NSN 7R-2915-01-500-4933-EQ, Ref Nr 763666-5, Qty 1200, Delivery FOB Origin--The Naval Inventory Control Point will be soliciting a proposal for Total Logistics Support (TLS) of T58/T64 Main Fuel Controls that are used on the H-46 and H-53 aircraft in operation by the Navy and Marine Corps. The quantity for the H-53 is approximately 700 systems. The quantity for the H-46 is approximately 500 in FY 2004, to be decreased to 300 by FY 2009. TLS is a process whereby the awardee provisions, stocks, repairs, and/or replaces, stores, and ships serviceable ready-for-issue equipment directly to the end user within guaranteed delivery timeframes. TLS also requires the awardee to provide an integrated product life cycle approach whereby the awardee assumes responsibility for many management and support functions previously performed by the Government, including 1)modification, 2)engineering and logistics support, 3)configuration management, 4)material management, including furnishing consumable piece parts, 5)maintenance of source data packages to account for technical changes. The contract will incentivize the awardee to provide commercial technology insertion through a requirement to improve reliability of these components. TLS of said components is premised on a teaming relationship between the awardee, AAR Logistics Services, and Naval Aviation Depot Cherry Point, NC. The resultant Performance Based Logistics (PBL) contract will be a Requirements contract consisting of a 5 year base, with 5 one-year options. Due to the unique nature of the TLS process for above mentioned items, only Ontic Engineering and Manufacturing, Inc, will be solicited., See Note 22, See Note 22*****
