Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Lockheed Martin Simulation, Training and Support, Orlando, FL for Performance Based Logistics maintenance services for Government owned High Power Device Test Subsystems (HPDTS)and Operational Test Program Sets (OTPS) related to High Power Offload to Consolidated Automated Support System (CASS). The contract will require the repair of failed HPDTS and OTPS components, and the acquisition and logistics of a spare parts pool, in order for turn around times to be minimized. The period of performance for the base year shall be from 1 August 2004 through 31 July 2005, with three (3) option years. The government intends to procure these services under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The government does not own current data, drawings, software code or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing, which may be used by the government in determining whether or not to conduct a competitive procurement. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. Responses must be received within 15 days of the publication of this notice. The Navy anticipates a firm fixed price contract.
