EXPRESSION OF INTEREST Radioactive shipment transportation and packaging engineering services: This Expression of Interest announces efforts to increase on-site providers for radioactive shipping services described herein. SCOPE 1.0 INTRODUCTION A labor hour /time and material type contract will be solicited following the responses to this interest for support through packaging engineering and transportation activities with Pacific Northwest National Laboratory (PNNL). 1.1 This action will cover Packaging Engineering Support (PES) for consulting services, e.g. regarding package specific safety documents, on behalf of Pacific Northwest National Laboratory (PNNL). 1.2 This action covers Transportation Services (TS) support for inbound/outbound radioactive material shipments (primarily) to/from the Hanford site on behalf of Pacific Northwest National Laboratories (PNNL). Radioactive material shipments (primary, as well as hazardous material, rarely) are received or shipped through the Fluor Hanford shipping/receiving facility in Richland, Washington (located at the 1162 building, 2355 Stevens Drive). 2.0 Scope 2.1 PES will provide packaging engineering consulting services for packaging and transportation activities on behalf of PNNL. 2.2 TS will provide support by processing shipments on behalf of PNNL in a regulatory compliant, safe and economical manner. Care will be taken to transport radioactive shipment in a manner to minimize the potential for fines or delays. TS will create transportation savings for PNNL by working closely with shippers and carriers to negotiate the best rates, and select routes and modes of transport to accomplish these goals. Services include carrier evaluation and selection; rate negotiation; scheduling and carrier coordination; expediting shipments and confirming delivery; auditing freight bills; providing support for freight problems associated with shipping and receiving; and hazardous freight bill data entry into the U.S. Department of Energy’s Shipment Mobility and Accountability Collection (SMAC) data base as required by DOE order 460.2. This service also includes being on-call 24 hours a day to provide emergency response information in case of an accident involving PNNL radioactive material as required by the Department of Transportation Regulations. 3.0 DELIVERABLES 3.1 PES will provide consulting services regarding packaging engineering related activities. PES will provide interpretations, direction, guidance and verification when requested by PNNL for the clarification of package specific safety document related requirements. 3.2 TS will provide timely (within 24 hours after first contact) transportation services in the following areas: • Prepare bills of lading, air bills, dangerous goods declarations and manifests for all outbound radioactive shipments from PNNL. • Prepare Hanford site documentation for inbound radioactive material shipments. • Route commercial carriers (that inadvertently arrive at 1162 building) with PNNL’s non-radioactive hazardous material packages to Battelle’s shipping/receiving warehouse (790 building). *(See note below.) • Input radioactive shipment data in the DOE-HQ SMAC and Automated Transportation Management System (ATMS) data base as required by DOE order 460.2. • Verify that all radioactive shipments departing the Hanford site are in compliance with all applicable regulations. • Coordinate transportation arrangements and negotiate freight rates with appropriate commercial carriers. • Track radioactive shipments en route and expedite as needed. • Provide telephone support to PNNL personnel requiring assistance on all Traffic Management questions. • Provide interpretations, direction, guidance and verification when requested by PNNL for the clarification of transportation regulations. • Processes electronic audits of Hazmat freight bills and provide data entry to DOE-HQ SMAC System on a monthly basis. • Provide 24 hour on-call technical support for emergency response purposes for PNNL radioactive shipments on the road as required by DOT 49CFR regulations. • All personnel supporting this activity shall submit all documentation/reports associated with the specific scope of work. *Note: It may be economically advantageous for TS to handle final delivery of some non-radioactive hazardous material shipments that inadvertently arrive at 1162 building shipping/receiving facility. TS should contact Battelle’s Shipping/Receiving Warehouse (375-5999) for guidance concerning this matter if it should arise.
