Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Northwestern University under the authority of FAR 13.106-1(b) Only One Source Reasonably Available, for the development of a prototype microfluidic device for forensic DNA separations. This work will specifically involve the development, testing and optimization of polymeric separation matrices to enable rapid, high-resolution electrophoretic DNA separations for forensic applications in multichannel microfluidic devices. Northwestern University is the only research group in the world that is currently capable of producing and characterizing these high-quality polymers for DNA analysis. A fixed price Purchase Order will be issued on or about March 1, 2004 with a three month performance period. The contractor will spend apx. five (5) weeks of that time at NIST & the remainder of the time will be spent at Northwestern University. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ). No RFQ is available. See note 26
