- The National Heart, Lung, and Blood Institute intends to negotiate on a sole source basis with Videologic, Inc. 529 Brummel Court, NW, Washington, DC 20012, to obtain the professional services of live television producers , audio/video producers, editors, and directors for the scientific and medical multimedia productions of the National Institutes of Health (NIH), Office of Research Services (ORS), Event Management Services Division, for the period March 2004 through September 2004. The NIH has a number of multimedia projects in production and Videologic, Inc., has provided and is currently providing technical expertise to the NIH on these projects. The NIH is in the process of issuing a competitive solicitation, anticipating multiple awards to small business concerns to obtain the professional services for live television producers , audio/video producers, editors, and directors in order to meet its growing scientific and medical multimedia demands. In order to maintain the continuity of the medical and scientific projects currently under production the sole source award to Videologic, Inc., is warranted. An award to any other source would delay the projects currently under production. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541990 and Standard Size is $6.0M. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to complete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. An award of this requirement will be made within ten (10) calendar days of the publication date. Inquiries to this announcement, referencing solicitation number NHLBI-PS-2004-051, may be submitted to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20892-7902, Attention: Deborah Coulter. Fax responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a response, which if timely received, shall be considered by the agency.
