Description
The U.S. Army Contracting Agency Northern Region, Dugway Proving Ground Contracting Office is soliciting proposals for the management of a central hazardous waste storage facility and related functions, hazardous waste/non-regulated waste management services, and regulatory compliance support services for the U.S. Army, Dugway Proving Ground (DPG) Directorate of Environmental Programs. These services are required to enable DPG to operate a State of Utah permitted hazardous waste storage facility in c ompliance with State of Utah permit UT 3750211259, issued March 15, 1994, and all other Federal, State and Army requirements. The contractor shall perform the following general functions: a) manage a permitted storage facility for hazardous and non-regu lated wastes; b) pick-up and transport waste and materials on the DPG installation; c) sampling and analysis of wastes and materials; d) PCB waste management; e) container management; f) perform inspections (solid waste management units, 90-day storage sit es, and CHWSF and related equipment); g) manifest review, generation, tracking and management; h) transportation and disposal of wastes/materials off-site; i) training (formal and informal) of generators; j) management of used oils; k) management of 90-day sites; l) interim measures; m) technical writing (RCRA and air permits); and n) regulatory compliance support. Selection of an offeror for award will be based on the proposal that is most advantageous and which represents the best value to the Government based on the analysis of the cost, past performance, and technical/management merit. Specific details regarding the evaluation criteria will be provided in Section M of the solicitation document. This requirement is set-aside for small business (NAICS i s 562211 with a size standard of $10,500,000). All offerors must be registered in the Central Contractor Registration as per DFAR 252.204-7004. The solicitation, W911S6-04-R-0001, will be available on or around 15 March 2004 at the Single Face to Industr y web site (https://acquisition.army.mil) or the U.S. ACA, Dugway Proving Ground web site (https://www.dugway.army.mil/10-3_ContractingDivision.htm).
