Description
Project Information: Provide multi-discipline Architect-Engineer (A-E) services for electrical and mechanical design, abbreviated design, and construction support services. This service to include preparing plans, specifications, design analysis, c onstruction estimates and studies for a variety of maintenance, repair, alteration and minor construction projects primarily located at Fort Lewis, Washington, and its subinstallations, and for use for projects assigned to the Northwest Division, U.S. Army Corps of Engineers. A portion of designs shall be abbreviated plans and specifications with detailed cost estimates utilizing the R. S. Means for construction by Fort Lewis JOC contract. Cost estimates shall be automated utilizing the automated pricing s ystem WinEst Pro Plus. Designs may also include design-build projects requiring preparation of material takeoffs, bills of materials, and detailed designs. Projects are primarily electrical and mechanical with related architectural, civil, structural w ork, including some asbestos and lead abatement work. Some examples of projects include: (a) Renovation of existing buildings to include demolition, repair or replacement of building systems and components, interior design, and site improvements. Abate any asbestos directly related to the project including any associated landscaping architectural work. (b) Repair and construction projects involving central heating plants steam and hot water distribution systems, electrical substations and power distribu tion, and pump stations. (c) Repair and construction projects involving HVAC systems and components, lighting, wiring, communications, fire protection and alarm systems, intrusion detection systems, CCTV, vehicle exhaust systems, and irrigation systems. (d) Analysis of energy con suming and control systems to identify inefficiencies and recommend improvements (e) Application of the U.S. Green Building Council’s LEED rating system to include evaluation and rating of existing buildings, new designs, and completion of application s for USGBC certification and self certification. (f) Construction management services to include evaluation of contractor designs, review and recommendation of material submittals, provision of random construction inspection and design of contract modif ications beyond the original scope of design services. Coordination with other Government agencies to obtain necessary permits, formal inspection and final Government acceptance. Develop and execute a commissioning plan, verify installation, functional p erformance, training, operation, and maintenance requirements, and complete a commissioning. (g) Conduct economic analyses of Public Works operations and maintenance processes. Selection Criteria: The following is a selection criteria listing, in priori ty order, the requirements for the requested A-E services. Primary Criteria (a-d): a) Specialized experience and technical competence of the firm in the electrical and mechanical design and incidental architectural, structural, civil and environmental desi gn. This is to include related sustainable design and LEED design certification experience. b) Professional qualifications of firm's staff and consultants to be assigned to this project and which are necessary for satisfactory performance of required serv ices. c) Past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. d) Capacity of the team to accomplish multiple simultaneous task orders in the required time and ability of the team to respond to numerous quick-turnaround projects Secondary Criteria (e-h): e) Knowledge of locality of projects involved, as it relates to engineering design. Information provided must demonstrate expertise in geological features, climate consideratio ns and local construction methods. f) Extent of participation by Small Business (including women- owned Small Business, Small Disadv antaged Business, Historically Black Colleges and Universities, and Minority Institutions) in the proposed contract team, measured as a percentage of total estimated effort. g) Geographic proximity to Fort Lewis and its installations. h) Volume of DOD Arch itect-Engineer Contract Awards in the last twelve (12) months. Contract Information: Multi-discipline Architect-Engineering (A-E) design services for Fort Lewis, Washington, and its subinstallations and projects for Seattle Corps of Engineers procured in a ccordance with PL 92-582 (Brooks A-E Act) and FAR Part 36 are required for mechanical, electrical and some architectural, landscaping/civil, and structural engineering design related to the Seattle District, U.S. Army Corps of Engineers mission. This contr act is intended primarily for projects within the geographical boundary Fort Lewis and its subinstallations, and may be used for projects for the Seattle District. However work may be awarded for projects located outside the above stated geographical bound ary on an excepted basis as determined by the Contracting Officer. An indefinite delivery contract will be negotiated and awarded, with a base period not to exceed one year and two option periods not to exceed one year each. This contract will have an indi vidual delivery order limit of $500,000 per task order and $1,000,000 per year for the base period and two option periods with a maximum contract value amount not-to-exceed $3,000,000. The amount of work in each contract period will not exceed approximatel y $1,000,000. An option period may be exercised when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. Work will be issued by negotiated firm fixed-priced task orders. The contract is anticipated to be awarded in May 2004. The Standard Industrial Classification System Code (SIC) has been replaced by the North American Industry Classification System Code (NAICS). The NAICS Code for this procurement is 541330, which is matched to SIC Code 8711. For the purposes of this procurement a concern is considered a small business if its average annual gross receipts are $4 million or less. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must co mply with FAR 52.219-9 regarding the requirement for a subcontracting plan or that part of the work it intends to subcontract. The subcontracting goals for the Seattle District which will be considered in the negotiation of this contract are: (1) at least 57.2% of a contractor's intended subcontract amount be placed with Small Businesses (SB); (2) at least 10% of a contractor's intended subcontract amount be placed with Small Disadvantaged Businesses (SDB) or Historically Black College or University and Min ority institution; and, (3) at least 10% of a contractor's intended subcontract amount be placed with Women-Owned Small Business (WOSB),(4) at least 3% of a contractor's intended subcontract amount be placed with Veteran Owned Small Business (VOSB); (5) at least 3% of a contractor's intended subcontract amount be placed with Service-Disabled Veteran owned Small Business (SDVOB); and (6) at least 3% of a contractor's intended subcontract amount be placed with HUB zones. To be eligible for contract award, a firm must be registered in the DOD Central Contractor Registration (CCR). Qualified firms desiring consideratio n shall submit one copy of SF 255, including organizational chart of key personnel to be assigned to this project, current SF 254, and consultant's current SF 254's.
